Dress­ing In large bowl, whisk to­gether mus­tard, vine­gar, gar­lic, tar­ragon, thyme, honey, salt and pep­per; slowly driz­zle in oil, whisk­ing un­til blended. Set aside.

Di­vide green beans, radishes and steak among 4 plates; top each with egg half.
