In skil­let, heat oil over medium-low heat; cook onions, gar­lic and bay leaf, stir­ring oc­ca­sion­ally, un­til golden, about 15 min­utes.

Stir in wine, salt, pep­per and all­spice; cook un­til no liq­uid re­mains, 3 to 5 min­utes. Dis­card bay leaf. Stir in pars­ley.
