Trans­parency needed on equal­iza­tion

So Premier Dar­rell Dex­ter wants his gov­ern­ment to be open and trans­par­ent, hon­est and up-front about MLAs’ ex­penses. Isn’t it about time the Nova Sco­tia gov­ern­ment be­came open and trans­par­ent, hon­est and up-front about what hap­pens to the fed­eral equal­iza­tion pay­ments paid to the prov­ince?

Why should this money be put into the prov­ince’s gen­eral rev­enue ac­count?

Surely this money should go into an es­crow ac­count since it is paid out un­der the Con­sti­tu­tion of Canada for a par­tic­u­lar pur­pose.

Many mu­nic­i­pal­i­ties in Nova Sco­tia are be­ing short-changed and this has been go­ing on for many years.
