process that takes place up un­til March 5 when the ten­der will be awarded,” said District 14 Coun. Gor­don MacLeod. “It’s a com­pli­cated process, and the bids have to be un­der $12 mil­lion. When you are deal­ing with pub­lic money, whether it is mu­nic­i­pal, pro­vin­cial or fed­eral, the process has to be trans­par­ent. It has to be done prop­erly and that takes time.”

MacLeod said the civic cen­tre and cul­tural her­itage projects are not only go­ing to be great as­sets for the North­side, but will cre­ate an eco­nomic boost for the lo­cal area.

“Construction projects take months to com­plete and a whole host of busi­nesses and ser­vices will ben­e­fit, not to men­tion possi- ble jobs for the area.”

MacLeod said funds for the new cul­tural cen­tre are ap­proved.

“ The fi­nal de­tails are be­ing worked out and within a short pe­riod of time that project will be ready to go. A new cul­tural cen­tre will be a great boost for the down­town.”

MacLeod ex­pects the build­ing that houses the li­brary will be sur­plus to the needs of the re­gional mu­nic­i­pal­ity and will in all like­li­hood be sold.

“It’s taken a while to get th­ese projects in place, we’ve had good and bad pe­ri­ods, but they will fi­nally come to fruition, it’s a tremendous thing.”
