Con­sol­i­dat­ing the DND/CAF Foot­print in the NCR at the Car­ling Cam­pus

What it is

The Car­ling Cam­pus project will con­sol­i­date thou­sands of De­fence Team mem­bers within the Na­tional Cap­i­tal Re­gion (NCR) into one in­ter-con­nected, state-of-the-art fa­cil­ity. This con­sol­i­da­tion will re­duce the De­fence head­quar­ters’ ac­com­mo­da­tion foot­print in the NCR by over 50 per cent. The new head­quar­ters will pro­vide both a mod­ern and healthy work­place, through its nat­u­ral set­ting com­pris­ing acres of green space and nu­mer­ous col­lab­o­ra­tive, open work spa­ces. Use of some down­town of­fices will con­tinue and NDHQ op­er­a­tional el­e­ments will re­main at 1600 Star Top Road. Other fa­cil­i­ties will con­tinue to ac­com­mo­date many mem­bers of the or­ga­ni­za­tion, in­clud­ing the Louis St. Lau­rent Build­ing, a new build­ing at 455 Boule­vard de la Car­rière, parts of the Na­tional Print­ing Bureau, and the Hô­tel de Ville build­ing in Gatineau.

Why it mat­ters

This is a ma­jor step for­ward in strength­en­ing the De­fence Team. Lo­cated at 3500 Car­ling Av­enue, the Car­ling Cam­pus will bring mil­i­tary and civil­ian mem­bers of the De­fence Team within the Na­tional Cap­i­tal Re­gion to­gether at a com­mon lo­ca­tion. While this con­sol­i­da­tion will lead to cost ef­fi­cien­cies, it will also mean in­creased ef­fec­tive­ness and ef­fi­ciency within the work­place, and will strengthen de­part­men­tal se­cu­rity.

The time­frame

• De­cem­ber 2010: Pub­lic Works and Govern­ment Ser­vices Canada (PWGSC) pur­chased the Car­ling Cam­pus for DND/CF oc­cu­pancy.

• 2011: Plan­ning be­gan to move mem­bers of the De­fence Team based in the Na­tional Cap­i­tal Re­gion to the new head­quar­ters.

• Cur­rently: Plans to pre­pare the cam­pus and to move De­fence Team mem­bers are in progress. Min­i­miz­ing the im­pact on op­er­a­tions, and mem­bers’ qual­ity of life, are key pri­or­i­ties in mi­gra­tion plan­ning while achiev­ing af­ford­able so­lu­tions. Move sched­ules will be­come more clearly es­tab­lished as the plan­ning process evolves.

How it’s be­ing done

The re­lo­ca­tion of thou­sands of De­fence per­son­nel to the new cam­pus will be a com­plex process and de­tailed plan­ning, in col­lab­o­ra­tion with PWGSC, will en­sure De­fence Team mem­bers con­tin­u­ally have an ef­fec­tive work­place to carry out their re­spon­si­bil­i­ties as seam­lessly as pos­si­ble. This is an ex­cit­ing time to be a mem­ber of the De­fence Team, as the chal­lenges of the fu­ture are be­ing in­no­va­tively ad­dressed today.
