City buses get­ting video sur­veil­lance

North bay is spend­ing a lit­tle more than $200,000 to in­stall video sur­veil­lance cam­eras on all of its buses.

the spend­ing, which is be­ing par­tially fi­nanced by the two se­nior lev­els of gov­ern­ment through the city’s share of the pub­lic tran­sit in­fra­struc­ture Fund, was ap­proved by coun­cil ear­lier this month with the award­ing of con­tract to Seon de­sign inc. for the in­stal­la­tion.

“on-board video sur­veil­lance cam­eras pro­vide im­proved safety for tran­sit pas­sen­gers and op­er­a­tors,” states a staff re­port to coun­cil. “im­prove­ments in our abil­ity to investigate in sit­u­a­tions of pas­sen­ger com­plaints and col­li­sion­re­lated in­ci­dents will be re­al­ized with the in­stal­la­tion.”

the re­port sug­gests that an ac­cu­rate, timely view of what’s hap­pen­ing within the city’s tran­sit fleet is “key to min­i­miz­ing and ad­dress­ing se­cu­rity risks for pas­sen­gers, op­er­a­tors and the agency as a whole.”

“our pas­sen­gers ex­pect out­stand­ing ser­vices and we must meet their ex­pec­ta­tions. in cases of in­ci­dents on the road, we want to have ac­cess to more in­for­ma­tion on what hap­pened to ad­dress the sit­u­a­tion prop­erly,” states the re­port.

an $88,000 por­tion of the $1.2 mil­lion the city was awarded last year un­der the pub­lic tran­sit in­fra­struc­ture Fund is go­ing to­ward the video sur­veil­lance sys­tem. the bal­ance of the project is be­ing picked up by the city.

the bal­ance of the $1.2 mil­lion, cou­pled with a match­ing con­tri­bu­tion from the city, is be­ing used to fund a num­ber of other tran­sitre­lated projects that are planned or are now un­der­way or have been com­pleted.

that in­cludes side­walk con­struc­tion, im­proved route and neigh­bour­hood link­ages, im­proved ac­ces­si­bil­ity fea­tures at 30 stops, 10 new shel­ters or canopies at key lo­ca­tions, two new “van-style” para buses, an elec­tronic fare box sys­tem, an au­to­mated pas­sen­ger count­ing sys­tem, and real-time dig­i­tal sig­nage at some trans­fer sites and stops, a new above­ground hoist sys­tem for main­te­nance, and bus barn and wash fa­cil­ity im­prove­ments.

af­ter the first year, the video sur­veil­lance sys­tem, which will be in­stalled in 21 buses, will re­quire an annual li­cens­ing fee of $1,676, plus hst.

the award of the con­tract to Seon de­sign inc. is the re­sult of a joint pro­cure­ment process with other tran­sit sys­tems and metrolinx. the ini­tia­tive ben­e­fits the city through lever­aged pur­chas­ing power and re­duced ad­min­is­tra­tive costs.
