People would speed less with photo radar

The notion that photo radar is a cash grab is erroneous. Relying on police to hand out speeding tickets has been the practice for a very long time, yet speeding is still a problem. The odds of getting caught are so low that people still drive over the legal limit. But if caught, they are ticketed — that is a cash grab.
With photo radar, if the odds of getting ticketed are 100 per cent, maybe people will slow down — and fewer tickets will actually be handed out. That would stop the cash from flowing into government coffers.
