‘In­com­pe­tent’ MD quits af­ter dis­ci­plinary probe

A Lon­don doc­tor who had pre­vi­ously been or­dered to stop treat­ing trans­gen­der youth has now re­signed from prac­tis­ing medicine.

In an on­line sum­mary of a re­cent de­ci­sion, On­tario’s pro­fes­sional body for doc­tors stated its dis­ci­pline com­mit­tee found Dr. James Scott Bradley Martin had com­mit­ted pro­fes­sional mis­con­duct. It also “found that Dr. Martin is in­com­pe­tent.”

Sub­se­quently, ac­cord­ing to On­tario Col­lege of Physi­cians and Sur­geons doc­u­ments, Martin stopped prac­tis­ing medicine. In an agree­ment, Martin agreed “not to re-ap­ply for reg­is­tra­tion as a physi­cian” in this province “or any other ju­ris­dic­tion.”

The pro­fes­sional body de­scribes Martin as an ob­ste­tri­cian-gy­ne­col­o­gist who first opened his prac­tice in 1977.

The col­lege was in­ves­ti­gat­ing two com­plaints against Martin, both from 2016, when Martin de­scribed his prac­tice as “fo­cused on trans­gen­der care and hor­mone re­place­ment ther­apy.” The com­plainants are re­ferred to as Pa­tient A and Pa­tient B. An ex­pert re­tained by the col­lege found, among other things, that Martin pre­scribed cross-sex hor­mones to Pa­tient A — an ado­les­cent fe­male-to-male trans­gen­der pa­tient — on their first visit. Such a treat­ment has many side-ef­fects and the young pa­tient needed more time to make a fully in­formed de­ci­sion, the col­lege’s ex­pert states.

Sim­i­lar con­cerns were found re­gard­ing the treat­ment of Pa­tient B, an ado­les­cent male-to-fe­male trans­gen­der pa­tient who also was pre­scribed cross-sex hor­mones on their first visit, af­ter only a half-hour con­sul­ta­tion.

“Dr. Martin did not specif­i­cally ad­dress com­mon men­tal health di­ag­noses that co-oc­cur with gen­der dys­pho­ria in ado­les­cents, such as de­pres­sion and anx­i­ety,” the col­lege’s ex­pert stated.

“There was no men­tal-health as­sess­ment be­fore ini­ti­at­ing cross­sex hor­mones.”

In Septem­ber 2017, the col­lege is­sued an in­terim order stop­ping Martin from treat­ing any trans­gen­der pa­tients younger than 18. He let his cer­tifi­cate to prac­tise medicine ex­pire two months ago, lead­ing to the agree­ment that he won’t seek to reap­ply in On­tario or else­where.
