new fam­i­lies to Stanstead by of­fer­ing low cost lots for con­struc­tion of new homes. The con­di­tions of sale will re­quire that homes be built within a cer­tain time­frame and will de­ter devel­op­ers from ac­quir­ing nu­mer­ous parcels with the in­ten­tion of re­selling at a profit.

This pub­lic meet­ing was posted on the mu­nic­i­pal web­site at 3:57 pm of the day prior to the meet­ing and was not posted on the bulletin board out­side Town Hall. When asked why it was not ad­ver­tised, the Jour­nal was ad­vised that there is no leg­is­la­tion oblig­ing a town ad­min­is­tra­tion to ad­vise the pub­lic of such `pub­lic` meet­ings, only that coun­cil­lors are to be no­ti­fied by no later than 24 hours prior to a meet­ing. De­spite the short no­tice and lack of pub­lic no­tice, word spread quickly and 13 ci­ti­zens were present and two news­pa­pers were rep­re­sented at the meet­ing.

– 87, of Derby Line passed away on Jan­uary 11th, 2012 in New­port. She was born on July 27th, 1924 in Bris­tol, Eng­land a daugh­ter of Ed­ward and Maude (Cowlin) Mer­rick. Rita was a Cer­ti­fied Nurses Aid at a nurs­ing home in Hanover, NH. She also worked at the Snag Proof Co. in Beebe, Que­bec for many years. She en­joyed at­tend­ing the Corner­stone Church in Derby, go­ing for rides with her friend Earl Laber, Sun­day out­ings, mak­ing rasp­berry rhubarb pie, watch­ing wildlife, play­ing bingo, trav­el­ing with her daugh­ter Barb, read­ing and lis­ten­ing to bi­ble verses. Rita is sur­vived by her two daugh­ters Bar­bara Le­tourneau and her hus­band Philip of Derby Line, Ca­role Du­quette and her hus­band Ray­mond of Shrews­bury, VT, grand­chil­dren Ger­ald Le­tourneau and his wife Kel­ley, Deborah Pare and her fi­ancé Martin, Jeanne Holmes and her hus­band David, Philip Le­tourneau, Jr. and his wife Sandy, Penny Wil­liams and her hus­band Rod, Hiedi and Car­son Wil­liams, Toby Li­zotte and his friend Dar­lene, great grand­chil­dren Kel­ley Le­tourneau, Ash­ley Rice and her hus­band Steve, Erik Pare and his friend Ginny, Joshua, Cole, Lo­gan Le­tourneau, Corey Holmes and his wife Wendy, great grand­daugh­ter Madi­son Le­tourneau and also by sev­eral nieces and neph­ews. She was pre­de­ceased by her mother Maude Probert, broth­ers Ed­ward Cowlin and Philip Probert and by a great grand­daugh­ter An­gel­ica Le­tourneau. Funeral ser­vices will be held at 11 a.m. on Satur­day Jan­uary 28th, 2012 at the Corner­stone Church, Quarry Road, Derby with the Rev. Glenn Saa­man of­fi­ci­at­ing.
