Town op­po­si­tion to in­stal­la­tion of two wind tur­bines in Derby Line, Ver­mont, near the Canadaus bor­der

At an ex­tra­or­di­nary meet­ing of Stanstead’s Town Coun­cil held at Town Hall on April 17, 2012, Coun­cil adopted a res­o­lu­tion op­pos­ing the Derby Line Wind Project whose prospec­tive in­stal­la­tions are to be sit­u­ated in Derby Line, Ver­mont, near the Canadaus bor­der.

Mayor Philippe Du­til expressed se­ri­ous mis­giv­ings con­cern­ing neg­a­tive im­pacts that the Wind Project could have: “Af­ter an in­for­ma­tion meet­ing held at Town Hall last April 4, many ques­tions re­main with­out an­swers. Our cit­i­zens pointed out nu­mer­ous as­pects of the Wind Project deemed to be po­ten­tially dam­ag­ing to our com­mu­nity and the Town has de­cided to take an of­fi­cial stand on the mat­ter”.

The April 4 meet­ing was held by a rep­re­sen­ta­tive of En­core Re­de­vel­op­ment Inc., the project’s pro­moter, and aimed at in­form­ing Stanstead and its re­gion’s cit­i­zens about the project’s de­tails which ba­si­cally con­sists of the in­stal­la­tion of two wind tur­bines of ap­prox­i­mately 130 me­ters in height, re­spec­tively sit­u­ated at about 230 and 530 me­ters from the bor­der, in nearby Derby Line, Ver­mont. Low fre­quency emis­sions, elec­tro­mag­netism, noise, im­por­tant shad­ing as well as dimin- ished prop­erty value and a gen­eral loss of qual­ity of life were all cited as cause for con­cern by cit­i­zens in at­ten­dance at the meet­ing. Some also raised con­cerns rel­a­tive to mi­gra­tory bird routes in the spec­i­fied zone as well as un­de­sir­able ef­fects the tur­bines could have on farm an­i­mals in their im­me­di­ate sur­round­ings.

Res­o­lu­tion op­pos­ing the Derby Line Wind Project also man­dated Mayor Du­til to un­der­take the nec­es­sary steps to ob­tain in­ter­venor sta­tus for the Town in the case be­fore the Ver­mont Public Ser­vice Board and to rep­re­sent its po­si­tion and ar­gu­ments in pro­ceed­ings be­fore said Board.
