A much bet­ter op­tion

Re­gard­ing the Point of View Car­bon tax could have pop­ulist punch (July 9)

Mark Cameron of Cana­di­ans for Clean Pros­per­ity has done his con­ser­va­tive col­leagues a huge favour by point­ing out an op­tion much bet­ter than ax­ing car­bon taxes, a way for­ward that is em­i­nently con­ser­va­tive, even pop­ulist. He has thrown the ball into the hands of Doug Ford, Ja­son Ken­ney and An­drew Scheer. Will they re­main stuck in their ide­o­log­i­cally based “ax the tax” mantra? Or will they open their eyes and see the im­mense po­lit­i­cal pos­si­bil­i­ties in­her­ent in a car­bon fee and div­i­dend sys­tem?

Al­most all econ­o­mists be­lieve car­bon pric­ing is the most ef­fi­cient way to achieve emis­sions re­duc­tions. So price car­bon at source, col­lect the tax, di­vide it up and give it back to the peo­ple; all of it, in a fair, trans­par­ent and vis­i­ble way, so as to min­i­mize im­pact on ci­ti­zens. No­body likes taxes, but my bet is that div­i­dend cheques would be re­ally pop­u­lar!
