New coun­cil com­mit­tees in place

New­com­ers who were elected Sept. 29 have dis­cov­ered there is more to serv­ing on coun­cil than hav­ing to at­tend two reg­u­lar pub­lic coun­cil meet­ings a month.

A lot of work also goes on be­hind the scenes at the com­mit­tee level.

Carbonear mayor Sam Slade named mem­bers who will serve on the var­i­ous com­mit­tees dur­ing the newly elected coun­cil’s first reg­u­lar meet­ing Oct. 19.

Point­ing out th­ese are all new com­mit­tees, mayor Slade said the next step would be to set up a time frame for com­mit­tee meet­ings. “The quicker we get to work the bet­ter,” he said.

When asked by Coun. Gla­dys Mercer how long the mem­bers were be­ing asked to serve on th­ese com­mit­tees, mayor Slade replied, two years.

Deputy mayor Ches Ash will chair the fi­nance, hu­man re­sources and ad­min­is­tra­tion com­mit­tee. Coun­cil­lors David Kennedy and Gla­dys Mercer will also serve on that com­mit­tee.

They will be re­spon­si­ble for: bud­get prepa­ra­tion/au­dit­ing; fi­nan­cial/man­age­ment re­view of cap­i­tal projects/op­er­a­tional ser­vices; mon­i­tor­ing fis­cal man­age­ment/spending prac­tices; per­for­mance as­sess­ment/man­age­ment; staff train­ing and re­cruit­ment; com­mu­ni­ca­tion and pub­lic re­la­tions.

Chaired by coun­cil­lor Ge­orge Butt, the pub­lic works, recre­ation and spe­cial events com­mit­tee will also in­clude coun­cil­lors Betty For­ward and Ed Goff.

The com­mit­tee will deal with road main­te­nance; street up­grad­ing; wa­ter and sewer sys­tems; snow clear­ing; recre­ation and spe­cial events/cel­e­bra­tions.

Coun. David Kennedy will chair the de­vel­op­ment, cul­tural and tourism ini­tia­tives com­mit­tee, while deputy mayor Ches Ash and Ed Goff will also serve on that com­mit­tee.

It will be re­spon­si­ble for de­vel­op­ment/ construction pol­icy en­force­ment; de­vel­op­ment/sub­di­vi­sion pro­pos­als/plan­ning; land use applications; eco­nomic de­vel­op­ment strate­gies/poli­cies; new busi­ness ac­tiv­ity/li­ai­son with the busi­ness com­mu­nity; cul­tural/tourism re­lated mat­ters and mar­ket­ing and pro­mo­tion.

Coun. Gla­dys Mercer will chair the waste man­age­ment, en­vi­ron­ment and com­mu­nity ser­vices com­mit­tee, while coun­cil­lors Ge­orge Butt and Betty For­ward will also sit on that com­mit­tee.

It will over­see waste col­lec­tion/dis­posal and man­age­ment; en­vi­ron­men­tal is­sues; emer­gency ser­vices/pre­pared­ness plan; fire pro­tec­tion ser­vices; beau­ti­fi­ca­tion pol­icy/projects; an­i­mal con­trol; and act as li­ai­son with com­mu­nity ser­vice groups.

Coun­cil­lors who will rep­re­sent the town as li­ai­son with var­i­ous spe­cial com­mit­tees, boards and de­part­ments were also named.

They are: Ed Goff, Princess Sheila NaGeira The­atre Board; David Kennedy, recre­ation com­mis­sion; Betty For­ward, spe­cial events; Ge­orge Butt, fire depart­ment; Ches Ash, Carbonear Is­land De­vel­op­ment and Gla­dys Mercer, Her­itage So­ci­ety.

Coun­cil­lors Ge­orge Butt and David Kennedy will rep­re­sent Carbonear on the Con­cep­tion Bay North Joint Coun­cils.

Mayor Sam Slade will speak for the town on the ur­ban mu­nic­i­pal­i­ties com­mit­tee, with Coun. Ge­orge Butt act­ing as an al­ter­nate.

And dep. mayor Ches Ash will chair a spe­cial com­mit­tee to over­see the town’s new emer­gency pre­pared­ness plan.
