New council committees in place
Newcomers who were elected Sept. 29 have discovered there is more to serving on council than having to attend two regular public council meetings a month.
A lot of work also goes on behind the scenes at the committee level.
Carbonear mayor Sam Slade named members who will serve on the various committees during the newly elected council’s first regular meeting Oct. 19.
Pointing out these are all new committees, mayor Slade said the next step would be to set up a time frame for committee meetings. “The quicker we get to work the better,” he said.
When asked by Coun. Gladys Mercer how long the members were being asked to serve on these committees, mayor Slade replied, two years.
Deputy mayor Ches Ash will chair the finance, human resources and administration committee. Councillors David Kennedy and Gladys Mercer will also serve on that committee.
They will be responsible for: budget preparation/auditing; financial/management review of capital projects/operational services; monitoring fiscal management/spending practices; performance assessment/management; staff training and recruitment; communication and public relations.
Chaired by councillor George Butt, the public works, recreation and special events committee will also include councillors Betty Forward and Ed Goff.
The committee will deal with road maintenance; street upgrading; water and sewer systems; snow clearing; recreation and special events/celebrations.
Coun. David Kennedy will chair the development, cultural and tourism initiatives committee, while deputy mayor Ches Ash and Ed Goff will also serve on that committee.
It will be responsible for development/ construction policy enforcement; development/subdivision proposals/planning; land use applications; economic development strategies/policies; new business activity/liaison with the business community; cultural/tourism related matters and marketing and promotion.
Coun. Gladys Mercer will chair the waste management, environment and community services committee, while councillors George Butt and Betty Forward will also sit on that committee.
It will oversee waste collection/disposal and management; environmental issues; emergency services/preparedness plan; fire protection services; beautification policy/projects; animal control; and act as liaison with community service groups.
Councillors who will represent the town as liaison with various special committees, boards and departments were also named.
They are: Ed Goff, Princess Sheila NaGeira Theatre Board; David Kennedy, recreation commission; Betty Forward, special events; George Butt, fire department; Ches Ash, Carbonear Island Development and Gladys Mercer, Heritage Society.
Councillors George Butt and David Kennedy will represent Carbonear on the Conception Bay North Joint Councils.
Mayor Sam Slade will speak for the town on the urban municipalities committee, with Coun. George Butt acting as an alternate.
And dep. mayor Ches Ash will chair a special committee to oversee the town’s new emergency preparedness plan.
