In its letter the town called upon Freshwater residents to “ work together to resolve this issue and ensure that fire protection services continue for the residents of Freshwater.”

The town would not withdraw the service until 30 days after providing the district with written notice of their intention to do so.

The Carbonear Volunteer Fire Department provides fire protection to the unincorporated community, for which the town charges the local service district an annual fee of $40 per household. The district is responsible for collecting that fee from individual householders.

Davis explained the fee was arrived at by dividing the total annual cost of providing the service by the number of households. Freshwater has approximately 119 households, which brings the total annual fee to $4,760.
