Ed­i­to­rial missed an im­por­tant NAFTA point

RE: Why we need to care about NAFTA (July 18)

Af­ter read­ing The Spec’s view, in my opin­ion, it failed as it did not men­tion the most im­por­tant clause in NAFTA: the Pro­por­tion­al­ity Clause.

Canada is ob­li­gated to make avail­able 65-70 per cent of our do­mes­tic nat­u­ral re­sources to the USA, counted as “do­mes­tic” is also what we im­port. For ex­am­ple, in 2011, Canada had to of­fer 73 per cent of its to­tal do­mes­tic oil out­put to the U.S. I sug­gest ev­ery Cana­dian look up the Pro­por­tion­al­ity Clause. This is some­thing we must de­mand be re­moved. Mex­ico said no back in 1994, here is what Mex­ico said, “Un­der no cir­cum­stances may for­eign­ers ac­quire di­rect own­er­ship of lands or wa­ters.” We should fol­low Mex­ico’s lead.
