Bait­ing is a com­mon entrapment tac­tic used by agents provo­ca­teurs. It in­volves pur­pose­fully mis­lead­ing in­di­vid­u­als into com­mit­ting a crime. Po­lice use gay cruis­ing codes, such as sus­tained eye con­tact, to pro­voke sex­ual en­coun­ters be­tween them­selves and queer men, lead­ing the men from whom they have so­licited a sex­ual act to tech­ni­cally vi­o­late sec­tions 173(1) or 271(1) of the Cana­dian Crim­i­nal Code.
