A community centre in Thornhill “clearly received preferential treatment” in a funding request, a newly released ethics report has found. The culmination of federal ethics commissioner Mary Dawson’s threeyear ethics investigation, the March 10 report reveals Public Works Minister Diane Finley violated the Conflict of Interest Act when she awarded $1 million to Markham Centre for Skills and Independence, one of 167 proposals that met the initial screening criteria under the federal Enabling Accessibility Fund program but one of 32 proposals that failed its internal assessment, with one of the lowest ratings.

NDP ethics critic Charlie Angus calls it “an abuse of the public trust and it raises cynicism and it’s frankly an abuse of taxpayers’ dollars.”
