This summer’s torrential downpour turned streets into rivers, basements into swimming pools, elevators into death traps and Union Station into a scene out of a post-apocalyptic movie. Amid the chaos, scientists described the epic rain as a symptom of climate change. And yet neither the municipal nor the provincial government has a plan to systematically address the problem. In the meantime, Torontonians turned the flood into a social-media phenomenon.
