Colch­ester County to pur­chase new back­hoe

TRURO, N.S. – Colch­ester County Coun­cil has awarded the ten­der for a new back­hoe to a Toromont CAT in Dart­mouth for $136,000. Al­though ALPA in Up­per Onslow pro­vided the low­est of three bids re­ceived by the mu­nic­i­pal­ity, its ten­der was deemed in­com­plete as it did not meet all the spec­i­fi­ca­tions for the ve­hi­cle as re­quested in the pro­posal doc­u­ments. Al­though Dis­trict 9 Coun. Bob Pash ques­tioned why some terms of the ten­der could not have been re­laxed so that the mu­nic­i­pal­ity could have ac­cepted the low­est bid, he was told by Pub­lic Works direc­tor Michelle Newell that spec­i­fi­ca­tions laid out in the ten­der doc­u­ments are legally bind­ing and must be ad­hered to. The back­hoe is to be used for waste­water col­lec­tion and for the af­ter-hours load­ing of road salt dur­ing win­ter months.

The three bids, from low­est to high­est are: ALPA - $125,308; Toromont CAT - $136,000; Brandt - $140,300.
