Colchester County to purchase new backhoe
TRURO, N.S. – Colchester County Council has awarded the tender for a new backhoe to a Toromont CAT in Dartmouth for $136,000. Although ALPA in Upper Onslow provided the lowest of three bids received by the municipality, its tender was deemed incomplete as it did not meet all the specifications for the vehicle as requested in the proposal documents. Although District 9 Coun. Bob Pash questioned why some terms of the tender could not have been relaxed so that the municipality could have accepted the lowest bid, he was told by Public Works director Michelle Newell that specifications laid out in the tender documents are legally binding and must be adhered to. The backhoe is to be used for wastewater collection and for the after-hours loading of road salt during winter months.
The three bids, from lowest to highest are: ALPA - $125,308; Toromont CAT - $136,000; Brandt - $140,300.
