Muzzle the SIU, not the police dog

This is getting to be too much.
The province’s Special Investigations Unit is to investigate because a police dog bit a robbery suspect after a standoff.
The term “take a bite out of crime” fits because the dog’s only defence is his bite and the SIU is the only one that needs to be muzzled.
