The CBC cried foul, ar­gu­ing it will be at a com­pet­i­tive dis­ad­van­tage. But ne­go­ti­a­tion im­plies the broad­caster could with­hold its sig­nal — go black — and the Broad­cast­ing Act says the CBC must al­ways be ac­ces­si­ble to Cana­di­ans.
