Fi­nance Min­is­ter Bill Morneau’s pro­posed tax changes out­raged many small busi­ness own­ers, 60 per cent of whom are over the age of 50. The pro­pos­als will pre­vent own­ers from claim­ing reg­u­lar busi­ness in­come as cap­i­tal gains, close loop­holes on in­vest­ment in­come and re­move tax in­cen­tives for doc­tors to in­cor­po­rate as small busi­nesses, a pro­posal that drew the ire of physi­cians’ groups. In re­sponse, CARP’s Wanda Mor­ris sug­gests it’s time to start pay­ing physi­cians as salaried work­ers. “Doc­tors are be­ing asked to pro­vide health care but are be­ing com­pelled to use an out­dated billing model,” she says. “We need a model that mo­ti­vates doc­tors to keep pa­tients healthy rather than just fix­ing them one body part at a time.”
