Regional Innovation Takes Centre Stage in Shunyi
On July 19, 2017, “Made in China 2025” regarding wellknown Chinese and foreign enterprises to invest in Beijing’s Shunyi District was held at the Crowne Plaza Beijing International Airport.
On July 19, 2017, the “WellKnown Chinese and Foreign Enterprises to Invest in Shunyi” event was held in the Crowne Plaza Beijing International Airport by the Beijing Investment Promotion Bureau (BIPB) and the Shunyi District People's Government of Beijing Municipality.
Present were more than 300 business representatives from large central enterprises, State-owned enterprises, private enterprises, other provinces' and cities' commerce chambers in Beijing, associations, international consulting firms and investment agencies. BIPB Director Zhou Weimin, Deputy Director Yu Yan, Shunyi District leaders Gao Peng, Chu Junwei, Yang Fenghui and Jin Taixi, also attended the event.
With the theme of “Made in China 2025,” this event focused on the seven new emerging industries of intelligent new energy vehicles, aerospace, high-end equipment manufacturing, new material, integrated circuits, biomedicine, new healthcare and new information technology.
At the event, Chu Junwei, member of the standing committee of the Beijing Shunyi District Committee of the Communist Party of China (CPC) and deputy district mayor of Shunyi, introduced the infrastructure development, industrial layout, policy advantages and environmental development of Shunyi's innovative industrial clusters and the 2025 demonstration area.
There are currently 345 industrial enterprises above designative scale in Shunyi industrial output value exceeded 300 billion in 2016, accounting for about 18 percent of the city's total value. The district has built a 100-billion
pillar industry cluster, four 10-billion characteristic industry clusters and a group of 1-billion potential industry clusters.
A sound development pattern has taken shape that is backed by the automobile industry and supported by the aerospace, electronic information, new material, biomedicine and high- end equipment manufacturing industries. Meanwhile, emerging finance, aviation services and other industries help to stimulate integrated development throughout the district. The national industry-finance cooperation demonstration area, national entrepreneurship and innovation demonstration area, and comprehensive pilot demonstration area for municipal service industry expansion were also successfully approved.
In 2016, the district's technical contract turnover exceeded 1.3 billion yuan; the number of patent applications reached 5,584, an increase of 41 percent; and the number of authorised patents reached 3,739, an increase of 43 percent. There are over 300 national high-tech enterprises, one national key laboratory under construction, two municipal key laboratories, seven engineering technology research centres and 24 scientific and technological research and development institutions in the district.
The research and development centres of Airbus, P&G and many other Fortune Global 500 enterprises in China, as well as Beijing Automotive Technology's research and development plant, are all located in Shunyi. In April 2017, Shunyi was praised by the State Council for being a district that has achieved remarkable results through implementing the “Made in China 2025” strategy, and for promoting stable industrial growth, transformation and upgrading.
Zhou Weimin, the director general of the Beijing Investment Promotion Bureau, made a speech at the event. He said, as a new Beijing urban development area, Shunyi boasts regional advantages and a good environment for business development. Both well-known Chinese and foreign enterprises are welcome to take advantage of Shunyi's future development goals, strategies and opportunities to develop high- grade, precision and advanced industries that comply with Beijing's strategic positioning and Shunyi's industry development direction.
Gao Peng, deputy secretary of the CPC Beijing Shunyi District Committee and district mayor of Shunyi District, pointed out the district will further adjust its government functions, improve services and create better conditions for entrepreneurs. With preferential policies, high quality services and a beautiful environment, the district will build a firstclass platform for entrepreneurs, contribute to the development of Beijing, the city's new area and to Shunyi, which will be mutually beneficial for all concerned.
During the themed event, the transformative results of undertaking intelligent manufacturing as well as Shunyi's industrial policy and high- quality investment resources were introduced. Intelligent manufacturing enterprises in the district, such as Beijing Meike Tianma Automation Technology Co., Ltd., Beijing CTKM Harmonic Drive Co., Ltd., and Beijing Artisman Technology Co., Ltd., also shared solutions for intelligent factory cloud manufacturing systems that rely on intelligent manufacturing and unmanned coal mining.
To help large private enterprises, equity investment and investment intermediary agencies fully understand Shunyi, Yang Fenghui, director of the Beijing Shunyi Investment Promotion Bureau, presented a detailed introduction on industrial policies and high- quality investment resources.
At the activities that followed for guests and representatives of Shunyi to hold discussions, entrepreneurs asked questions about the investment environment and industrial policies of biomedicine, new energy and information technology in the district, and consultants gave detailed answers. The harmonious atmosphere further strengthened entrepreneurial confidence for investing in Shunyi.
With the advancement of supply-side structural reform, “Made in China 2025,” plus the BeijingTianjin-hebei coordinated development with national scientific and technological innovative centre construction, Shunyi takes advantage of opportunities for historical development, assembles key elements to enhance innovation, and integrates resources to build bigger, stronger industrial clusters.
Shunyi actively promotes four innovation initiatives and comprehensively enhances industrial innovation capabilities. The district develops innovation in the manufacturing industry and in high-precision industry training, and has strengthened the system of innovation consisting of new technologies, new processes, new patterns and new formats.
Shunyi has also cultivated new industrial innovation subjects, promoted the resource integration of “three parks and one area (namely Zhongguancun Science Park, Huairou Science Park, Future Science Park and Beijing EconomicTechnological Development Area),” propelled the transformation and upgrading of traditional advantageous industries, built the “Made in China 2025” demonstration area and developed innovative industrial clusters with global influence.
Shunyi's economy has achieved leapfrog development at an ultra-high speed, becoming the fifth district whose GDP exceeds 100 billion yuan, and one of the regions with the most development potential and competitive advantage in Beijing. This event has enhanced the cooperation and exchange between investors, enterprises and Shunyi. Looking ahead, Shunyi's development prospects are exceptionally bright.
The Beijing Urban Master Plan, which is currently in revision, will give Shunyi more important functional positioning. It will be built into the “international aviation core area with port-city integration, first regional economy development area led by innovation, and a harmonious and liveable demonstration area for coordinated urban-rural development.” At the same time, Shunyi will strive to improve project connection services, strengthen communication and coordination, and create a positive development atmosphere for enterprises.
