Re­gional In­no­va­tion Takes Cen­tre Stage in Shunyi

On July 19, 2017, “Made in China 2025” re­gard­ing well­known Chi­nese and for­eign en­ter­prises to in­vest in Bei­jing’s Shunyi District was held at the Crowne Plaza Bei­jing In­ter­na­tional Air­port.

On July 19, 2017, the “Well­Known Chi­nese and For­eign En­ter­prises to In­vest in Shunyi” event was held in the Crowne Plaza Bei­jing In­ter­na­tional Air­port by the Bei­jing In­vest­ment Pro­mo­tion Bu­reau (BIPB) and the Shunyi District Peo­ple's Govern­ment of Bei­jing Mu­nic­i­pal­ity.

Present were more than 300 busi­ness rep­re­sen­ta­tives from large cen­tral en­ter­prises, State-owned en­ter­prises, pri­vate en­ter­prises, other prov­inces' and cities' com­merce chambers in Bei­jing, as­so­ci­a­tions, in­ter­na­tional con­sult­ing firms and in­vest­ment agen­cies. BIPB Di­rec­tor Zhou Weimin, Deputy Di­rec­tor Yu Yan, Shunyi District lead­ers Gao Peng, Chu Jun­wei, Yang Fenghui and Jin Taixi, also at­tended the event.

With the theme of “Made in China 2025,” this event fo­cused on the seven new emerg­ing in­dus­tries of in­tel­li­gent new en­ergy ve­hi­cles, aerospace, high-end equip­ment man­u­fac­tur­ing, new ma­te­rial, in­te­grated cir­cuits, bio­med­i­cine, new health­care and new in­for­ma­tion tech­nol­ogy.

At the event, Chu Jun­wei, mem­ber of the stand­ing com­mit­tee of the Bei­jing Shunyi District Com­mit­tee of the Com­mu­nist Party of China (CPC) and deputy district mayor of Shunyi, in­tro­duced the in­fra­struc­ture de­vel­op­ment, in­dus­trial lay­out, pol­icy ad­van­tages and en­vi­ron­men­tal de­vel­op­ment of Shunyi's in­no­va­tive in­dus­trial clus­ters and the 2025 demon­stra­tion area.

District Ad­van­tages

There are cur­rently 345 in­dus­trial en­ter­prises above des­ig­na­tive scale in Shunyi in­dus­trial out­put value ex­ceeded 300 bil­lion in 2016, accounting for about 18 per­cent of the city's to­tal value. The district has built a 100-bil­lion

pil­lar in­dus­try clus­ter, four 10-bil­lion char­ac­ter­is­tic in­dus­try clus­ters and a group of 1-bil­lion po­ten­tial in­dus­try clus­ters.

A sound de­vel­op­ment pat­tern has taken shape that is backed by the au­to­mo­bile in­dus­try and sup­ported by the aerospace, elec­tronic in­for­ma­tion, new ma­te­rial, bio­med­i­cine and high- end equip­ment man­u­fac­tur­ing in­dus­tries. Mean­while, emerg­ing fi­nance, avi­a­tion ser­vices and other in­dus­tries help to stim­u­late in­te­grated de­vel­op­ment through­out the district. The na­tional in­dus­try-fi­nance co­op­er­a­tion demon­stra­tion area, na­tional en­trepreneur­ship and in­no­va­tion demon­stra­tion area, and com­pre­hen­sive pi­lot demon­stra­tion area for mu­nic­i­pal ser­vice in­dus­try ex­pan­sion were also suc­cess­fully ap­proved.

In 2016, the district's tech­ni­cal con­tract turnover ex­ceeded 1.3 bil­lion yuan; the num­ber of patent ap­pli­ca­tions reached 5,584, an in­crease of 41 per­cent; and the num­ber of au­tho­rised patents reached 3,739, an in­crease of 43 per­cent. There are over 300 na­tional high-tech en­ter­prises, one na­tional key lab­o­ra­tory un­der con­struc­tion, two mu­nic­i­pal key lab­o­ra­to­ries, seven engi­neer­ing tech­nol­ogy re­search cen­tres and 24 sci­en­tific and tech­no­log­i­cal re­search and de­vel­op­ment in­sti­tu­tions in the district.

The re­search and de­vel­op­ment cen­tres of Air­bus, P&G and many other For­tune Global 500 en­ter­prises in China, as well as Bei­jing Au­to­mo­tive Tech­nol­ogy's re­search and de­vel­op­ment plant, are all lo­cated in Shunyi. In April 2017, Shunyi was praised by the State Coun­cil for be­ing a district that has achieved re­mark­able re­sults through im­ple­ment­ing the “Made in China 2025” strat­egy, and for pro­mot­ing stable in­dus­trial growth, trans­for­ma­tion and up­grad­ing.

Zhou Weimin, the di­rec­tor gen­eral of the Bei­jing In­vest­ment Pro­mo­tion Bu­reau, made a speech at the event. He said, as a new Bei­jing ur­ban de­vel­op­ment area, Shunyi boasts re­gional ad­van­tages and a good en­vi­ron­ment for busi­ness de­vel­op­ment. Both well-known Chi­nese and for­eign en­ter­prises are wel­come to take ad­van­tage of Shunyi's fu­ture de­vel­op­ment goals, strate­gies and op­por­tu­ni­ties to de­velop high- grade, pre­ci­sion and ad­vanced in­dus­tries that com­ply with Bei­jing's strate­gic po­si­tion­ing and Shunyi's in­dus­try de­vel­op­ment di­rec­tion.

Gao Peng, deputy sec­re­tary of the CPC Bei­jing Shunyi District Com­mit­tee and district mayor of Shunyi District, pointed out the district will fur­ther ad­just its govern­ment func­tions, im­prove ser­vices and cre­ate bet­ter con­di­tions for en­trepreneurs. With pref­er­en­tial poli­cies, high qual­ity ser­vices and a beau­ti­ful en­vi­ron­ment, the district will build a first­class plat­form for en­trepreneurs, con­trib­ute to the de­vel­op­ment of Bei­jing, the city's new area and to Shunyi, which will be mu­tu­ally ben­e­fi­cial for all con­cerned.

In­tel­li­gent Man­u­fac­tur­ing

Dur­ing the themed event, the trans­for­ma­tive re­sults of un­der­tak­ing in­tel­li­gent man­u­fac­tur­ing as well as Shunyi's in­dus­trial pol­icy and high- qual­ity in­vest­ment re­sources were in­tro­duced. In­tel­li­gent man­u­fac­tur­ing en­ter­prises in the district, such as Bei­jing Meike Tianma Au­to­ma­tion Tech­nol­ogy Co., Ltd., Bei­jing CTKM Har­monic Drive Co., Ltd., and Bei­jing Ar­tisman Tech­nol­ogy Co., Ltd., also shared so­lu­tions for in­tel­li­gent fac­tory cloud man­u­fac­tur­ing sys­tems that rely on in­tel­li­gent man­u­fac­tur­ing and un­manned coal min­ing.

To help large pri­vate en­ter­prises, eq­uity in­vest­ment and in­vest­ment in­ter­me­di­ary agen­cies fully un­der­stand Shunyi, Yang Fenghui, di­rec­tor of the Bei­jing Shunyi In­vest­ment Pro­mo­tion Bu­reau, pre­sented a de­tailed in­tro­duc­tion on in­dus­trial poli­cies and high- qual­ity in­vest­ment re­sources.

At the ac­tiv­i­ties that fol­lowed for guests and rep­re­sen­ta­tives of Shunyi to hold dis­cus­sions, en­trepreneurs asked ques­tions about the in­vest­ment en­vi­ron­ment and in­dus­trial poli­cies of bio­med­i­cine, new en­ergy and in­for­ma­tion tech­nol­ogy in the district, and con­sul­tants gave de­tailed an­swers. The har­mo­nious at­mos­phere fur­ther strength­ened en­tre­pre­neur­ial con­fi­dence for in­vest­ing in Shunyi.

In­dus­trial Clus­ters

With the ad­vance­ment of sup­ply-side struc­tural re­form, “Made in China 2025,” plus the Bei­jingTian­jin-he­bei co­or­di­nated de­vel­op­ment with na­tional sci­en­tific and tech­no­log­i­cal in­no­va­tive cen­tre con­struc­tion, Shunyi takes ad­van­tage of op­por­tu­ni­ties for his­tor­i­cal de­vel­op­ment, as­sem­bles key el­e­ments to en­hance in­no­va­tion, and in­te­grates re­sources to build big­ger, stronger in­dus­trial clus­ters.

Shunyi ac­tively pro­motes four in­no­va­tion ini­tia­tives and com­pre­hen­sively en­hances in­dus­trial in­no­va­tion ca­pa­bil­i­ties. The district de­vel­ops in­no­va­tion in the man­u­fac­tur­ing in­dus­try and in high-pre­ci­sion in­dus­try train­ing, and has strength­ened the sys­tem of in­no­va­tion con­sist­ing of new tech­nolo­gies, new pro­cesses, new pat­terns and new for­mats.

Shunyi has also cul­ti­vated new in­dus­trial in­no­va­tion sub­jects, pro­moted the re­source in­te­gra­tion of “three parks and one area (namely Zhong­guan­cun Science Park, Huairou Science Park, Fu­ture Science Park and Bei­jing Eco­nomicTech­no­log­i­cal De­vel­op­ment Area),” pro­pelled the trans­for­ma­tion and up­grad­ing of tra­di­tional ad­van­ta­geous in­dus­tries, built the “Made in China 2025” demon­stra­tion area and de­vel­oped in­no­va­tive in­dus­trial clus­ters with global in­flu­ence.

Shunyi's econ­omy has achieved leapfrog de­vel­op­ment at an ul­tra-high speed, be­com­ing the fifth district whose GDP ex­ceeds 100 bil­lion yuan, and one of the re­gions with the most de­vel­op­ment po­ten­tial and com­pet­i­tive ad­van­tage in Bei­jing. This event has en­hanced the co­op­er­a­tion and exchange be­tween in­vestors, en­ter­prises and Shunyi. Look­ing ahead, Shunyi's de­vel­op­ment prospects are ex­cep­tion­ally bright.

The Bei­jing Ur­ban Master Plan, which is cur­rently in re­vi­sion, will give Shunyi more im­por­tant func­tional po­si­tion­ing. It will be built into the “in­ter­na­tional avi­a­tion core area with port-city in­te­gra­tion, first re­gional econ­omy de­vel­op­ment area led by in­no­va­tion, and a har­mo­nious and live­able demon­stra­tion area for co­or­di­nated ur­ban-ru­ral de­vel­op­ment.” At the same time, Shunyi will strive to im­prove pro­ject con­nec­tion ser­vices, strengthen com­mu­ni­ca­tion and co­or­di­na­tion, and cre­ate a pos­i­tive de­vel­op­ment at­mos­phere for en­ter­prises.
