Shunyi Dis­trict Up­grad­ing In­dus­trial Trans­for­ma­tion

Shunyi Dis­trict serves as a top-notch in­dus­trial base that con­trib­utes to Bei­jing’s de­vel­op­ment by fa­cil­i­tat­ing com­mer­cial­ism and in­dus­tri­al­i­sa­tion, and open­ing up the city’s ser­vice in­dus­try.

Shunyi serves as an im­por­tant de­vel­op­ing dis­trict, a key gate­way for in­ter­na­tional com­mu­ni­ca­tions and a top-notch in­dus­trial base in Bei­jing. In re­cent years, Shunyi has been in­te­grated into the pro­gramme of “three towns and one dis­trict” as “one dis­trict” for de­vel­op­ing Bei­jing into a na­tional sci­en­tific and tech­no­log­i­cal in­no­va­tion cen­tre. It has also been ap­proved as one of the se­cond groups of state-level demon­stra­tion bases of pop­u­lar en­trepreneur­ship and in­no­va­tion, the com­pre­hen­sive pi­lot area for fur­ther open­ing up Bei­jing's ser­vice in­dus­try and the state-level pi­lot city for co­op­er­a­tion be­tween fi­nance and man­u­fac­tur­ing. This dis­trict is striv­ing to be­come a na­tional demon­stra­tion dis­trict of the air­port-based econ­omy.

By virtue of im­por­tant demon­stra­tion poli­cies, Shunyi en­cour­ages the tra­di­tional man­u­fac­tur­ing to en­gage in high value-added sec­tors such as re­search and de­vel­op­ment and fi­nance, makes more ef­forts to de­velop and in­tro­duce emerg­ing in­dus­tries and the mod­ern ser­vice in­dus­try, speeds up de­vel­op­ment of high-end ser­vices such as emerg­ing fi­nan­cial sec­tors, es­tab­lishes a new open pat­tern for its ex­ports and im­ports of the ser­vice in­dus­try and fur­ther open­ing up Bei­jing's ser­vice in­dus­try.

Air­port-based Econ­omy

In the past five years, Shunyi con­tin­ued to re­struc­ture its in­dus­tries based on the Bei­jing Cap­i­tal In­ter­na­tional Air­port.

In 2014, Shunyi in­te­grated the Air­port Eco­nomic De­vel­op­ment Area, the Air­port Lo­gis­tics Base and the Air CBD into the Bei­jing Air­port-based Eco­nomic Core Zone, which be­came the ear­li­est, largest and most ma­ture high-end in­dus­trial area of the air­port-based econ­omy in China. Cur­rently, this core zone con­trib­utes about 70 per­cent of Shunyi's eco­nomic ag­gre­gate and 85 per­cent of its fi­nan­cial rev­enue. The Bei­jing Air­port-based Eco­nomic Core Zone isn't only a sym­bol of Shunyi but also turns it­self into a ma­jor plat­form for the se­cond eco­nomic trans­for­ma­tion of the dis­trict.

Shunyi plans to up­grade the air­port­based eco­nomic zone into an in­ter­na­tional avi­a­tion core zone of Bei­jing, which in­di­cates the zone will play a core role, have its core

in­dus­tries, ex­ert some core in­flu­ence and drive de­vel­op­ment of sur­round­ing ar­eas. Its core role refers to the role as a hub, air­port and in­ter­na­tional com­mu­ni­ca­tion plat­form, core in­dus­tries in­clude the avi­a­tion ser­vice, cross-bor­der elec­tronic busi­ness and trade, cul­tural and creative in­dus­tries, science and tech­nol­ogy trade and fi­nan­cial leas­ing, and core in­flu­ence is based on the es­tab­lish­ment of the na­tional air­port-based eco­nomic demon­stra­tion zone. So far, Shunyi has been home to more than 380 avi­a­tion-re­lated com­pa­nies and over 30 are com­pa­nies from For­tune 500. They form an in­dus­trial sys­tem based on the avi­a­tion in­dus­try and rel­e­vant com­pa­nies com­pat­i­ble with the mod­ern man­u­fac­tur­ing and high-end ser­vices.

The Bei­jing Air­port-based Eco­nomic Core Zone con­tin­u­ously op­ti­mises its in­dus­trial struc­ture through re­struc­tur­ing and pro­motes its high-tech sec­tors. As a re­sult, many high-tech com­pa­nies are be­com­ing a new force to drive de­vel­op­ment of the core zone. By the end of 2016, this zone had a to­tal of 206 emerg­ing fi­nan­cial com­pa­nies in­volved in funds, bank­ing, in­sur­ance, fi­nan­cial leas­ing, in­vest­ment man­age­ment and other fi­nan­cial forms. The emerg­ing fi­nan­cial in­dus­try kept a high-speed growth rate of more than 20 per­cent and made more con­tri­bu­tions to the added value and tax rev­enue of the core zone in past years. In 2016, this in­dus­try gen­er­ated a taxed in­come of 1.536 bil­lion yuan, which ac­counted for 14 per­cent that of the core zone.

High-tech In­dus­try

3DP Tech­nol­ogy, Inc. is en­gaged in print­ing cast­ings and models as com­pared to in­dus­tries such as avi­a­tion, aero­space, auto man­u­fac­tur­ing and med­i­cal equip­ment. It takes only 20 hours to pro­duce a model than the tra­di­tional two- month man­u­fac­tur­ing tech­nique.

Shunyi now has many sim­i­lar high­tech com­pa­nies, which aim to top the world and rapidly de­velop in in­no­va­tion. Bei­jing Tc­mages Phar­ma­ceu­ti­cal Co., Ltd. is ded­i­cated to study­ing and pro­duc­ing for­mula gran­ules of the tra­di­tional Chi­nese medicine. In 2016, this com­pany's value of out­put ex­ceeded 1.5 bil­lion yuan and paid taxes of nearly 200 mil­lion yuan.

In re­cent years, Shunyi has pro­mul­gated a se­ries of poli­cies to en­cour­age the sci­en­tific and tech­no­log­i­cal in­no­va­tion and the co­op­er­a­tion be­tween lead­ing com­pa­nies and high-tech ser­vice busi­nesses to pro­vide the small and medium-sized en­ter­prises with ser­vices in­clud­ing re­search and de­vel­op­ment, de­signs, test­ing, tech­nol­ogy trans­fer and large com­mon soft­ware. For in­stance, a com­pre­hen­sive ser­vice plat­form for in­no­va­tion and start-ups based on the in­no­va­tion-re­lated in­dus­trial park of the Chi­nese Academy of Sci­ences has been ap­pointed as Bei­jing's en­trepreneur­ship demon­stra­tion zone for small and medi­um­sized com­pa­nies. Mean­while, Shunyi im­ple­ments the in­no­va­tion-re­lated strat­egy to at­tract top-notch tal­ents, gather in­vest­ment and financing or­gan­i­sa­tions and achieve link­ages be­tween in­no­va­tion, in­dus­tries and cap­i­tal based on the in­dus­trial park of the Chi­nese Academy of Sci­ences.

Cur­rently, Shunyi has es­tab­lished a de­vel­op­ment pat­tern with sup­port of in­dus­tries in avi­a­tion and aero­space, auto man­u­fac­tur­ing, fi­nance, elec­tronic in­for­ma­tion, new ma­te­ri­als, bio­med­i­cal and high-end equip­ment man­u­fac­tur­ing. It con­tin­ues to ex­tend the in­dus­trial chain to high-end sec­tors and has built in­no­va­tion and start-up bases with a rapid de­vel­op­ment of emerg­ing in­dus­tries. As a re­sult, it has be­come driven by re­gional in­no­va­tion.

Clearer Wa­ter, Greener Dis­trict

Shunyi, for­merly a land of fish and rice, has trans­formed into a green dis­trict with clean wa­ter. The dis­trict has in­jected funds of about 1.8 bil­lion yuan into eco­log­i­cal im­prove­ment projects such as the gov­er­nance of Baihe River, the con­struc­tion river­side for­est parks and the di­ver­sion of the Wenyu River into the Chaohe River to in­te­grate hills, rivers, crop­lands and forests into ur­ban in­fra­struc­ture.

In the last five years, Shunyi made strides in eco­log­i­cal progress with forested ar­eas in­creas­ing from 29,705 hectares to 40,286 hectares, ur­ban green belts from 5,339 hectares to 7,308 hectares and green­ery cov­er­age rate from 46.86 per­cent to 56.22 per­cent. As a re­sult, Shunyi's en­vi­ron­ments con­tinue im­prov­ing.

Shunyi has es­tab­lished an en­vi­ron­men­tal pro­tec­tion sys­tem based on cut­ting- edge tech­nolo­gies and ef­fec­tive man­age­ment. Up to Oc­to­ber 2017, this dis­trict had cu­mu­la­tively ren­o­vated or up­rooted 5,536 pol­lu­tion sources and com­pleted treat­ment of 54 pol­lut­ing ar­eas with the high pro­duc­tion value. In the past five years, Shunyi planted forests of about 126 square kilo­me­tres, built and opened eco­log­i­cal parks in­clud­ing East­ern Subur­ban Wet­land Park, River­side For­est Park and Flower Expo Theme Park, and in­creased the for­est cov­er­age rate by 30.2 per­cent and the area of pub­lic green space per capita to 29.13 square me­tres. As a re­sult, the dis­trict has built a green shield cov­er­ing its en­tire ter­ri­tory. It also made more ef­forts in de­vel­op­ing its shal­low hills to boost eco­log­i­cal progress and hill­side af­foresta­tion, bring­ing about Bei­jing's long­est shal­low-hill hik­ing route. Shunyi also cre­ated some non­profit jobs and guided lo­cals to em­ploy­ment or start busi­nesses based on eco­log­i­cal re­sources, in a bid to com­mer­cialise its eco­log­i­cal ad­van­tages.

In 2016, Shunyi's re­gional gross do­mes­tic prod­uct (GDP) was 156.56 bil­lion yuan and gen­eral pub­lic bud­get rev­enue reached 13.79 bil­lion yuan, help­ing it rank fifth among all dis­tricts and top all of Bei­jing's subur­ban dis­tricts. Its to­tal in­dus­trial out­put value ex­ceeded 300 bil­lion yuan and ranked first among all of Bei­jing's dis­tricts for five con­sec­u­tive years. Fur­ther­more, in 2016, the per capita dis­pos­able in­comes of ur­ban and ru­ral res­i­dents in Shunyi rose by 9.3 per­cent and 10 per­cent year on year re­spec­tively.

In fu­ture, Shunyi will co­op­er­ate with the three sci­en­tific towns of Bei­jing to fa­cil­i­tate com­mer­cial­i­sa­tion and in­dus­tri­al­i­sa­tion of sci­en­tific achieve­ments by op­ti­mis­ing an in­no­va­tion and en­trepreneur­ship en­vi­ron­ment with Shunyi's own char­ac­ter­is­tics.
