Shunyi District Upgrading Industrial Transformation
Shunyi District serves as a top-notch industrial base that contributes to Beijing’s development by facilitating commercialism and industrialisation, and opening up the city’s service industry.
Shunyi serves as an important developing district, a key gateway for international communications and a top-notch industrial base in Beijing. In recent years, Shunyi has been integrated into the programme of “three towns and one district” as “one district” for developing Beijing into a national scientific and technological innovation centre. It has also been approved as one of the second groups of state-level demonstration bases of popular entrepreneurship and innovation, the comprehensive pilot area for further opening up Beijing's service industry and the state-level pilot city for cooperation between finance and manufacturing. This district is striving to become a national demonstration district of the airport-based economy.
By virtue of important demonstration policies, Shunyi encourages the traditional manufacturing to engage in high value-added sectors such as research and development and finance, makes more efforts to develop and introduce emerging industries and the modern service industry, speeds up development of high-end services such as emerging financial sectors, establishes a new open pattern for its exports and imports of the service industry and further opening up Beijing's service industry.
In the past five years, Shunyi continued to restructure its industries based on the Beijing Capital International Airport.
In 2014, Shunyi integrated the Airport Economic Development Area, the Airport Logistics Base and the Air CBD into the Beijing Airport-based Economic Core Zone, which became the earliest, largest and most mature high-end industrial area of the airport-based economy in China. Currently, this core zone contributes about 70 percent of Shunyi's economic aggregate and 85 percent of its financial revenue. The Beijing Airport-based Economic Core Zone isn't only a symbol of Shunyi but also turns itself into a major platform for the second economic transformation of the district.
Shunyi plans to upgrade the airportbased economic zone into an international aviation core zone of Beijing, which indicates the zone will play a core role, have its core
industries, exert some core influence and drive development of surrounding areas. Its core role refers to the role as a hub, airport and international communication platform, core industries include the aviation service, cross-border electronic business and trade, cultural and creative industries, science and technology trade and financial leasing, and core influence is based on the establishment of the national airport-based economic demonstration zone. So far, Shunyi has been home to more than 380 aviation-related companies and over 30 are companies from Fortune 500. They form an industrial system based on the aviation industry and relevant companies compatible with the modern manufacturing and high-end services.
The Beijing Airport-based Economic Core Zone continuously optimises its industrial structure through restructuring and promotes its high-tech sectors. As a result, many high-tech companies are becoming a new force to drive development of the core zone. By the end of 2016, this zone had a total of 206 emerging financial companies involved in funds, banking, insurance, financial leasing, investment management and other financial forms. The emerging financial industry kept a high-speed growth rate of more than 20 percent and made more contributions to the added value and tax revenue of the core zone in past years. In 2016, this industry generated a taxed income of 1.536 billion yuan, which accounted for 14 percent that of the core zone.
3DP Technology, Inc. is engaged in printing castings and models as compared to industries such as aviation, aerospace, auto manufacturing and medical equipment. It takes only 20 hours to produce a model than the traditional two- month manufacturing technique.
Shunyi now has many similar hightech companies, which aim to top the world and rapidly develop in innovation. Beijing Tcmages Pharmaceutical Co., Ltd. is dedicated to studying and producing formula granules of the traditional Chinese medicine. In 2016, this company's value of output exceeded 1.5 billion yuan and paid taxes of nearly 200 million yuan.
In recent years, Shunyi has promulgated a series of policies to encourage the scientific and technological innovation and the cooperation between leading companies and high-tech service businesses to provide the small and medium-sized enterprises with services including research and development, designs, testing, technology transfer and large common software. For instance, a comprehensive service platform for innovation and start-ups based on the innovation-related industrial park of the Chinese Academy of Sciences has been appointed as Beijing's entrepreneurship demonstration zone for small and mediumsized companies. Meanwhile, Shunyi implements the innovation-related strategy to attract top-notch talents, gather investment and financing organisations and achieve linkages between innovation, industries and capital based on the industrial park of the Chinese Academy of Sciences.
Currently, Shunyi has established a development pattern with support of industries in aviation and aerospace, auto manufacturing, finance, electronic information, new materials, biomedical and high-end equipment manufacturing. It continues to extend the industrial chain to high-end sectors and has built innovation and start-up bases with a rapid development of emerging industries. As a result, it has become driven by regional innovation.
Clearer Water, Greener District
Shunyi, formerly a land of fish and rice, has transformed into a green district with clean water. The district has injected funds of about 1.8 billion yuan into ecological improvement projects such as the governance of Baihe River, the construction riverside forest parks and the diversion of the Wenyu River into the Chaohe River to integrate hills, rivers, croplands and forests into urban infrastructure.
In the last five years, Shunyi made strides in ecological progress with forested areas increasing from 29,705 hectares to 40,286 hectares, urban green belts from 5,339 hectares to 7,308 hectares and greenery coverage rate from 46.86 percent to 56.22 percent. As a result, Shunyi's environments continue improving.
Shunyi has established an environmental protection system based on cutting- edge technologies and effective management. Up to October 2017, this district had cumulatively renovated or uprooted 5,536 pollution sources and completed treatment of 54 polluting areas with the high production value. In the past five years, Shunyi planted forests of about 126 square kilometres, built and opened ecological parks including Eastern Suburban Wetland Park, Riverside Forest Park and Flower Expo Theme Park, and increased the forest coverage rate by 30.2 percent and the area of public green space per capita to 29.13 square metres. As a result, the district has built a green shield covering its entire territory. It also made more efforts in developing its shallow hills to boost ecological progress and hillside afforestation, bringing about Beijing's longest shallow-hill hiking route. Shunyi also created some nonprofit jobs and guided locals to employment or start businesses based on ecological resources, in a bid to commercialise its ecological advantages.
In 2016, Shunyi's regional gross domestic product (GDP) was 156.56 billion yuan and general public budget revenue reached 13.79 billion yuan, helping it rank fifth among all districts and top all of Beijing's suburban districts. Its total industrial output value exceeded 300 billion yuan and ranked first among all of Beijing's districts for five consecutive years. Furthermore, in 2016, the per capita disposable incomes of urban and rural residents in Shunyi rose by 9.3 percent and 10 percent year on year respectively.
In future, Shunyi will cooperate with the three scientific towns of Beijing to facilitate commercialisation and industrialisation of scientific achievements by optimising an innovation and entrepreneurship environment with Shunyi's own characteristics.
