Cul­tural and Cre­ative In­dus­try Takes Cen­tre Stage

Bei­jing’s cul­tural and cre­ative in­dus­try plays an im­por­tant sup­port­ing role in build­ing a high-end eco­nomic struc­ture and pro­mot­ing the con­struc­tion of the na­tion’s cul­tural cen­tre.

As one of the pil­lar in­dus­tries for the cap­i­tal's eco­nomic and so­cial de­vel­op­ment, the cul­tural and cre­ative in­dus­try plays an im­por­tant sup­port­ing role in build­ing a high-end eco­nomic struc­ture and pro­mot­ing the con­struc­tion of the na­tion's cul­tural cen­tre. On Au­gust 21, 2018, the Opin­ions on Pro­mot­ing the In­no­va­tive De­vel­op­ment of the Cul­tural and Cre­ative In­dus­try (here­inafter re­ferred to as the Opin­ions) was is­sued, in or­der to pro­mote the high-qual­ity de­vel­op­ment of the in­dus­try and ac­cel­er­ate the con­struc­tion of a demon­stra­tion zone. The Opin­ions an­swered ques­tions sur­round­ing the type of cul­tural and cre­ative in­dus­try Bei­jing should de­velop in the new era and how it should de­velop it. It pro­posed two di­rec­tions and nine ma­jor fields for the in­dus­try and clar­i­fied nine ac­tions in pro­mot­ing the in­dus­try's de­vel­op­ment, set­ting the in­dus­try's path and de­vel­op­ment at di­rec­tion.

High-end In­dus­trial Sys­tem

The Opin­ions clar­i­fied the in­dus­try's guid­ing ide­ol­ogy, ba­sic prin­ci­ples and de­vel­op­ment goals and put for­ward four prin­ci­ples of “innovation driven, in­te­grated de­vel­op­ment, re­gional co­or­di­na­tion and co­or­di­nated link­age” in or­der to achieve the high-end, in­te­grated, in­ten­sive and in­ter­na­tional de­vel­op­ment of the in­dus­try. It aimed to make the in­dus­try's struc­ture

more rea­son­able and high­lighted the lead­ing role of cul­tural innovation. It also aimed to con­struct a cul­tural and cre­ative in­dus­try zone char­ac­terised by strong com­pet­i­tive­ness, a strong in­no­va­tive driv­ing force and ex­ten­sive cul­tural in­flu­ence. The Opin­ions fo­cuses on pro­mot­ing in­dus­trial up­grades and op­ti­mis­ing de­vel­op­ment en­vi­ron­ments to im­prove the ser­vice guar­an­tee sys­tem.

“Op­ti­mis­ing and con­struct­ing a high-end in­dus­trial sys­tem” was the main innovation and high­light of the Opin­ions. The sys­tem pointed out that dig­i­tal innovation and con­tent copy­right were the two main de­vel­op­ment trends in the in­dus­try and clar­i­fied the nine ma­jor fields and key ac­tions.

Bei­jing, as the na­tion's sci­en­tific and tech­no­log­i­cal innovation cen­tre, plays a demon­stra­tion role in terms of con­tent, tech­nol­ogy, scale and qual­ity of the dig­i­tal cre­ative in­dus­try. In terms of con­tent copy­right, Bei­jing will make use of its rich cul­tural re­sources to cre­ate a con­tent orig­i­nal­ity cen­tre, re­source gath­er­ing cen­tre and copy­right op­er­a­tion cen­tre and be­come a hot­bed for cul­tural innovation. The city sys­tem­at­i­cally stud­ied the ma­jor fields and emerg­ing busi­ness pat­terns in the cur­rent cul­tural and cre­ative in­dus­try. On this ba­sis, the Opin­ions put for­ward nine ar­eas that the in­dus­try's in­no­va­tive de­vel­op­ment should fo­cus on. They are: cre­ative de­sign; me­dia fu­sion; broad­cast­ing, film and tele­vi­sion; pub­lish­ing; an­i­ma­tion and games; per­form­ing and en­ter­tain­ment; art trans­ac­tions; in­tan­gi­ble cul­tural her­itage; and cul­tural and cre­ative think tanks. It also fur­ther clar­i­fied the key links of each area and es­tab­lished the in­dus­try's fo­cus and growth poles.

Tak­ing Ac­tions

The Opin­ions fo­cused on how to de­velop Bei­jing's cul­tural and cre­ative in­dus­try and put for­ward nine ac­tions in ex­pand­ing in­dus­trial spa­ces, sup­port­ing key en­ter­prises, guid­ing ma­jor pro­grammes and en­hanc­ing cul­tural con­sump­tion.

In or­der to ex­pand in­dus­trial spa­ces and shift func­tions un­re­lated to the city's sta­tus as the cap­i­tal, the Opin­ions pro­posed speed­ing up the con­struc­tion of the cul­tural and cre­ative in­dus­try func­tion zone and strength­en­ing the pro­tec­tion and util­i­sa­tion of old fac­to­ries. To cul­ti­vate lead­ing, back­bone and ex­cel­lent small and medium en­ter­prises, the Opin­ions put for­ward a “lad­der-type” en­ter­prise cul­ti­va­tion plan. Bei­jing will im­ple­ment its “Flag­ship Plan” to cul­ti­vate one or two cul­tural en­ter­prises with an­nual prof­its of more than 100 bil­lion yuan each and at least five en­ter­prises with an­nual prof­its of more than 50 bil­lion yuan each in the next five years. It will im­ple­ment the “Yongquan Plan” to cul­ti­vate 100 back­bone cul­tural en­ter­prises that can com­pete in terms of brand, innovation and scale in five years. It will also im­ple­ment the “Drip Ir­ri­ga­tion Plan” to se­lect and sup­port 200 qual­ity small and medium en­ter­prises each year over a pe­riod of five years.

To guide ma­jor projects, the

Opin­ions pro­posed es­tab­lish­ing a project in­vest­ment guide sys­tem which re­flects the char­ac­ter­is­tics of the in­dus­try in terms of re­sources, as­sets and cap­i­tal. It re­quires con­tin­u­ing im­prove­ments into the mea­sures and sys­tems pro­mot­ing cul­tural con­sump­tion. To pro­mote cul­tural trade, Bei­jing will en­cour­age and sup­port cul­tural and cre­ative en­ter­prises to go abroad through var­i­ous chan­nels and at­tract ex­cel­lent over­seas cul­tural en­ter­prises to es­tab­lish head­quar­ters in Bei­jing. The city also aims to be­come the host for in­ter­na­tional trade ex­pos, brand re­leases and trade ne­go­ti­a­tions.

In terms of cul­tural fi­nan­cial innovation, it will rely on the na­tional cul­tural in­dus­try innovation ex­per­i­men­tal zone and the cul­tural and fi­nan­cial co­op­er­a­tion demon­stra­tion zone to pro­mote the ma­jor tasks and im­prove the “in­vest­ment, loan and award” link­age mech­a­nism. It will build a cul­tural and cre­ative brand sys­tem with rich con­no­ta­tions, ac­cel­er­ate the shap­ing of cul­tural brands and en­hance brand in­flu­ence. It will strengthen the con­struc­tion of the cul­tural and eco­nomic pol­icy ser­vice plat­form, pro­fes­sional ser­vice plat­form and in­tel­lec­tual prop­erty right com­pre­hen­sive ser­vice plat­form. It will im­prove the mech­a­nism for re­serv­ing and eval­u­at­ing tal­ent in the cul­tural and cre­ative in­dus­try, in­tro­duce out­stand­ing tal­ent as well as sup­port and make it eas­ier to han­dle res­i­dence per­mits, house pur­chas­ing, health­care and ed­u­ca­tion.

Cul­tural and Cre­ative In­dus­try Pol­icy Sys­tem

In re­cent years, Bei­jing has ac­cel­er­ated pol­icy innovation, op­ti­mised the busi­ness en­vi­ron­ment for the cul­tural and cre­ative in­dus­try and is­sued a large num­ber of cul­tural in­dus­try poli­cies to sup­port de­vel­op­ment in the in­dus­try. The Opin­ions clar­i­fied the in­dus­try's de­vel­op­ment di­rec­tion, goals and tasks. Ac­cord­ing to the doc­u­ment, Bei­jing will sys­tem­at­i­cally in­te­grate ex­ist­ing cul­tural in­dus­try poli­cies and co­or­di­nate rel­e­vant depart­ments to work out spe­cific poli­cies and mea­sures for rel­e­vant in­dus­tries. It will also guide dis­tricts to cre­ate lo­cal poli­cies and mea­sures, and ac­cel­er­ate the con­struc­tion of the “1+N+X” in­dus­trial pol­icy sys­tem.

In the “1+N+X” in­dus­trial pol­icy sys­tem, “1” means the Opin­ions has set the frame­work and es­tab­lished the gen­eral guid­ing prin­ci­ples for the in­dus­try's de­vel­op­ment; “N” means there are mul­ti­ple spe­cific poli­cies and mea­sures sup­port­ing the gen­eral prin­ci­ples; and “X” means there are mea­sures to sup­port the im­ple­men­ta­tion of each pol­icy. The sys­tem pro­vides all-round pol­icy sup­port for Bei­jing in con­struct­ing cul­tural and cre­ative in­dus­try lead­ing zones. In the fu­ture, Bei­jing will tease out cul­tural in­dus­try poli­cies at the cen­tral, mu­nic­i­pal and district lev­els, for­mu­late a book on cul­tural poli­cies, carry out re­search into Bei­jing's cul­tural in­dus­try pol­icy sys­tem and eval­u­ate the in­dus­try's busi­ness en­vi­ron­ment. It will also iden­tify weak­nesses in the cul­tural sys­tem and draw up a list of tasks to im­prove the sys­tem.

Bei­jing will es­tab­lish a mu­nic­i­pal cul­tural pol­icy record man­age­ment sys­tem, im­ple­ment whole-process su­per­vi­sion and man­age­ment, pro­mote the is­sue of a se­ries of poli­cies, and work out medium- and long-term de­vel­op­ment plans for cul­tural and cre­ative in­dus­try lead­ing zones. It will co­or­di­nate other dis­tricts in the is­su­ing of rel­e­vant ac­tion plans and pro­mote ma­jor fields to is­sue poli­cies. Bei­jing will fol­low the “Cul­ture Plus” poli­cies to work out poli­cies re­lated to the in­te­gra­tion of cul­ture with science and tech­nol­ogy, tourism, fash­ion and sports and im­prove the “1+N+X” sys­tem.
