Cultural and Creative Industry Takes Centre Stage
Beijing’s cultural and creative industry plays an important supporting role in building a high-end economic structure and promoting the construction of the nation’s cultural centre.
As one of the pillar industries for the capital's economic and social development, the cultural and creative industry plays an important supporting role in building a high-end economic structure and promoting the construction of the nation's cultural centre. On August 21, 2018, the Opinions on Promoting the Innovative Development of the Cultural and Creative Industry (hereinafter referred to as the Opinions) was issued, in order to promote the high-quality development of the industry and accelerate the construction of a demonstration zone. The Opinions answered questions surrounding the type of cultural and creative industry Beijing should develop in the new era and how it should develop it. It proposed two directions and nine major fields for the industry and clarified nine actions in promoting the industry's development, setting the industry's path and development at direction.
High-end Industrial System
The Opinions clarified the industry's guiding ideology, basic principles and development goals and put forward four principles of “innovation driven, integrated development, regional coordination and coordinated linkage” in order to achieve the high-end, integrated, intensive and international development of the industry. It aimed to make the industry's structure
more reasonable and highlighted the leading role of cultural innovation. It also aimed to construct a cultural and creative industry zone characterised by strong competitiveness, a strong innovative driving force and extensive cultural influence. The Opinions focuses on promoting industrial upgrades and optimising development environments to improve the service guarantee system.
“Optimising and constructing a high-end industrial system” was the main innovation and highlight of the Opinions. The system pointed out that digital innovation and content copyright were the two main development trends in the industry and clarified the nine major fields and key actions.
Beijing, as the nation's scientific and technological innovation centre, plays a demonstration role in terms of content, technology, scale and quality of the digital creative industry. In terms of content copyright, Beijing will make use of its rich cultural resources to create a content originality centre, resource gathering centre and copyright operation centre and become a hotbed for cultural innovation. The city systematically studied the major fields and emerging business patterns in the current cultural and creative industry. On this basis, the Opinions put forward nine areas that the industry's innovative development should focus on. They are: creative design; media fusion; broadcasting, film and television; publishing; animation and games; performing and entertainment; art transactions; intangible cultural heritage; and cultural and creative think tanks. It also further clarified the key links of each area and established the industry's focus and growth poles.
The Opinions focused on how to develop Beijing's cultural and creative industry and put forward nine actions in expanding industrial spaces, supporting key enterprises, guiding major programmes and enhancing cultural consumption.
In order to expand industrial spaces and shift functions unrelated to the city's status as the capital, the Opinions proposed speeding up the construction of the cultural and creative industry function zone and strengthening the protection and utilisation of old factories. To cultivate leading, backbone and excellent small and medium enterprises, the Opinions put forward a “ladder-type” enterprise cultivation plan. Beijing will implement its “Flagship Plan” to cultivate one or two cultural enterprises with annual profits of more than 100 billion yuan each and at least five enterprises with annual profits of more than 50 billion yuan each in the next five years. It will implement the “Yongquan Plan” to cultivate 100 backbone cultural enterprises that can compete in terms of brand, innovation and scale in five years. It will also implement the “Drip Irrigation Plan” to select and support 200 quality small and medium enterprises each year over a period of five years.
To guide major projects, the
Opinions proposed establishing a project investment guide system which reflects the characteristics of the industry in terms of resources, assets and capital. It requires continuing improvements into the measures and systems promoting cultural consumption. To promote cultural trade, Beijing will encourage and support cultural and creative enterprises to go abroad through various channels and attract excellent overseas cultural enterprises to establish headquarters in Beijing. The city also aims to become the host for international trade expos, brand releases and trade negotiations.
In terms of cultural financial innovation, it will rely on the national cultural industry innovation experimental zone and the cultural and financial cooperation demonstration zone to promote the major tasks and improve the “investment, loan and award” linkage mechanism. It will build a cultural and creative brand system with rich connotations, accelerate the shaping of cultural brands and enhance brand influence. It will strengthen the construction of the cultural and economic policy service platform, professional service platform and intellectual property right comprehensive service platform. It will improve the mechanism for reserving and evaluating talent in the cultural and creative industry, introduce outstanding talent as well as support and make it easier to handle residence permits, house purchasing, healthcare and education.
Cultural and Creative Industry Policy System
In recent years, Beijing has accelerated policy innovation, optimised the business environment for the cultural and creative industry and issued a large number of cultural industry policies to support development in the industry. The Opinions clarified the industry's development direction, goals and tasks. According to the document, Beijing will systematically integrate existing cultural industry policies and coordinate relevant departments to work out specific policies and measures for relevant industries. It will also guide districts to create local policies and measures, and accelerate the construction of the “1+N+X” industrial policy system.
In the “1+N+X” industrial policy system, “1” means the Opinions has set the framework and established the general guiding principles for the industry's development; “N” means there are multiple specific policies and measures supporting the general principles; and “X” means there are measures to support the implementation of each policy. The system provides all-round policy support for Beijing in constructing cultural and creative industry leading zones. In the future, Beijing will tease out cultural industry policies at the central, municipal and district levels, formulate a book on cultural policies, carry out research into Beijing's cultural industry policy system and evaluate the industry's business environment. It will also identify weaknesses in the cultural system and draw up a list of tasks to improve the system.
Beijing will establish a municipal cultural policy record management system, implement whole-process supervision and management, promote the issue of a series of policies, and work out medium- and long-term development plans for cultural and creative industry leading zones. It will coordinate other districts in the issuing of relevant action plans and promote major fields to issue policies. Beijing will follow the “Culture Plus” policies to work out policies related to the integration of culture with science and technology, tourism, fashion and sports and improve the “1+N+X” system.
