On the Dilemma in Beijing-Tianjin-Hebei Development and the Way of Thinking of That from the Angle of Institutional Coordination
Abstract：Under the perspective of institutional economics，the effective institutional arrangement is the important reasons for improving productivity and enhancing the efficiency of factor allocation. For a long time，we have not made great achievements in the coordinated development of Beijing-Tianjin-Hebei region，and the main cause for that is the lagged behind coordination in institutional design. Though there are the common interests in the coordinated development in this region，there is still market segmentation because of the inefficient effective institutional supply，the not coordinated individual and collective interests，and the not matched negotiation position of different game behavior main bodies. And all of this will lead to“the dilemma of collective action”with the problem of the not optimized distribution of resources and factors of production，and the ineffective role of market mechanism. To deepen the cooperation in this region and create the sound institutional environment for the coordinated development in this region，we should establish the institutional coordination system，strengthen the interests coordination in institutional design，strengthen the effectiveness and balance of institutional supply and demand structure，and strengthen the boundary of government power in institutional supply.
