By the end of 2013, Ti­bet had 2.65 mil­lion reg­is­tered cell phone users, nearly 90 per­cent of the to­tal pop­u­la­tion of the high-al­ti­tude re­gion, said Qingqi, di­rec­tor of the re­gion’s in­for­ma­tion and tech­nol­ogy depart­ment. The plateau re­gion is known as “the roof of the world” be­cause of its aver­age al­ti­tude of over 4,000 me­ters, and build­ing telecommunication in­fra­struc­ture there is more dif­fi­cult and costly than in other parts of China.
