Af­ter the 18th Na­tional Congress of the Com­mu­nist Party of China in late 2012, top leader Xi Jin­ping made the pro­posal that China and the United States build a new type of ma­jor-power re­la­tion­ship, one fea­tur­ing no con­flict, no con­fronta­tion, mu­tual re­spect, co­op­er­a­tion and win-win re­sults. He also ad­vo­cates friendly, can­did, mu­tu­ally ben­e­fi­cial and tol­er­ant diplo­matic re­la­tions with neigh­bor­ing coun­tries and ef­forts to pro­mote the con­struc­tion of a Silk Road economic belt and a 21st cen­tury mar­itime Silk Road, as well as a new se­cu­rity per­spec­tive in Asia. His top-level diplo­matic pol­icy de­signs show the di­rec­tion and draw a blue­print for China’s diplo­matic work.
