Bei­jing to adopt new tem­po­rary res­i­den­tial per­mit

Bei­jing will in­tro­duce a new tem­po­rary res­i­dence per­mit sys­tem on Oct 1 that will give per­mit hold­ers many of the ben­e­fits given to per­ma­nent res­i­dents.

Peo­ple who stay in Bei­jing for more than six months who have a sta­ble job and a res­i­dence or are in ed­u­ca­tion full-time will be able to ap­ply for the per­mit, lo­cal au­thor­i­ties said. It will be is­sued in about 15 days.

Pre­vi­ously, tem­po­rary res­i­den­tial per­mits came with al­most no rights or ben­e­fits. Per­ma­nent Bei­jing res­i­dents will have bet­ter ed­u­ca­tional op­por­tu­ni­ties, em­ploy­ment sup­port, se­nior cit­i­zen ben­e­fits and so­cial wel­fare.

Bei­jing’s per­ma­nent pop­u­la­tion has ex­ceeded 20 mil­lion, more than twice that of Lon­don or New York.
