NPC election registration wraps up
The National People’s Congress Standing Committee, the top national legislature, on Tuesday successfully concluded the registration of electoral councils for the election of Hong Kong and Macao deputies to the 13th National People’s Congress (NPC).
The two special administrative regions saw positive responses to registration as electoral council members.
More than 1,900 people from Hong Kong signed up for the electoral council, which will nominate and elect Hong Kong deputies to attend the 13th NPC. The tally was 100 more than that for the previous term in 2012.
More than 480 people from Macao also registered for the electoral council in the Macao SAR to choose NPC deputies. That was also an increase of 100 from 2012.
NPC deputies serve a term of five years and the 13th NPC will assume office in March next year.
Elections of the 13th NPC deputies from the two SARs will be conducted by the NPC Standing Committee. The result will be approved and announced by the NPCSC.
On June 5, letters were sent to potential candidates in the two regions, asking them whether they wanted to become electoral council members for the election of NPC deputies in their respective regions. Registra- tion ran from July 10 to 25.
Registration offices were established in Hong Kong and Macao early this month to oversee the signing-up of electoral council member candidates.
The NPCSC general office said Hong Kong’s council will elect 36 NPC deputies and 12 will be elected from Macao. They will represent the two SARs.
Eligible members of the council for both cities who have registered said being elected as NPC members had a huge significance for people in both SARs, who could participate in the country’s affairs and express their opinions. It is a direct manifestation of the smooth and successful implementation of the “one country, two systems” principle.
According to the methods used for election of deputies to the 13th NPC from Hong Kong SAR approved by the fifth session of the 12 th NPC, the electoral council of the Hong Kong SAR should comprise members of the electoral council of the Hong Kong SAR for the election of deputies to the 12th NPC, members of the 12th National Committee of the Chinese People’s Political Consultative Conference from the Hong Kong SAR who are not on that electoral council and Chinese citizens on the election committee for the fifth-term Chief Executive of the Hong Kong SAR. This excludes those who are not willing to serve on the new electoral council.
