NPC elec­tion reg­is­tra­tion wraps up

The Na­tional Peo­ple’s Congress Stand­ing Com­mit­tee, the top na­tional leg­is­la­ture, on Tues­day suc­cess­fully con­cluded the reg­is­tra­tion of elec­toral coun­cils for the elec­tion of Hong Kong and Ma­cao deputies to the 13th Na­tional Peo­ple’s Congress (NPC).

The two spe­cial ad­min­is­tra­tive re­gions saw pos­i­tive re­sponses to reg­is­tra­tion as elec­toral coun­cil mem­bers.

More than 1,900 peo­ple from Hong Kong signed up for the elec­toral coun­cil, which will nom­i­nate and elect Hong Kong deputies to at­tend the 13th NPC. The tally was 100 more than that for the pre­vi­ous term in 2012.

More than 480 peo­ple from Ma­cao also reg­is­tered for the elec­toral coun­cil in the Ma­cao SAR to choose NPC deputies. That was also an in­crease of 100 from 2012.

NPC deputies serve a term of five years and the 13th NPC will as­sume of­fice in March next year.

Elec­tions of the 13th NPC deputies from the two SARs will be con­ducted by the NPC Stand­ing Com­mit­tee. The re­sult will be ap­proved and an­nounced by the NPCSC.

On June 5, let­ters were sent to po­ten­tial can­di­dates in the two re­gions, ask­ing them whether they wanted to be­come elec­toral coun­cil mem­bers for the elec­tion of NPC deputies in their re­spec­tive re­gions. Regis­tra- tion ran from July 10 to 25.

Reg­is­tra­tion of­fices were es­tab­lished in Hong Kong and Ma­cao early this month to over­see the sign­ing-up of elec­toral coun­cil mem­ber can­di­dates.

The NPCSC gen­eral of­fice said Hong Kong’s coun­cil will elect 36 NPC deputies and 12 will be elected from Ma­cao. They will rep­re­sent the two SARs.

El­i­gi­ble mem­bers of the coun­cil for both cities who have reg­is­tered said be­ing elected as NPC mem­bers had a huge sig­nif­i­cance for peo­ple in both SARs, who could par­tic­i­pate in the coun­try’s af­fairs and ex­press their opin­ions. It is a di­rect man­i­fes­ta­tion of the smooth and suc­cess­ful im­ple­men­ta­tion of the “one coun­try, two sys­tems” prin­ci­ple.

Ac­cord­ing to the meth­ods used for elec­tion of deputies to the 13th NPC from Hong Kong SAR ap­proved by the fifth ses­sion of the 12 th NPC, the elec­toral coun­cil of the Hong Kong SAR should com­prise mem­bers of the elec­toral coun­cil of the Hong Kong SAR for the elec­tion of deputies to the 12th NPC, mem­bers of the 12th Na­tional Com­mit­tee of the Chi­nese Peo­ple’s Po­lit­i­cal Con­sul­ta­tive Conference from the Hong Kong SAR who are not on that elec­toral coun­cil and Chi­nese ci­ti­zens on the elec­tion com­mit­tee for the fifth-term Chief Ex­ec­u­tive of the Hong Kong SAR. This ex­cludes those who are not will­ing to serve on the new elec­toral coun­cil.
