Act­ing gov­er­nor named to lead An­hui

Li Guoy­ing, former vicem­i­nis­ter of wa­ter re­sources, was named vice-gov­er­nor and act­ing gov­er­nor of An­hui prov­ince by the provin­cial leg­is­la­ture on Thurs­day.

It is the first time for Li, born in 1963 in He­nan prov­ince, to head a provin­cial govern­ment.

Li grad­u­ated from what is now North China Univer­sity of Wa­ter Re­sources and Elec-tric Power in 1984. He ma­jored in wa­ter con­ser­vancy and hy­dropower en­gi­neer­ing and had been serv­ing in the Min­istry of Wa­ter Re­sources and Hei­longjiang prov­ince’s wa­ter re­sources depart­ment for decades.

From 1984 to 1998, Li served in mul­ti­ple po­si­tions on the Yel­low River Con­ser­vancy Com­mis­sion un­der the min­istry. He be­came vice-min­is­ter of wa­ter re­sources in 2011 and was ap­pointed vice-Party chief of An­hui in Au­gust 2015.

Wang Xue­jun, former Party chief of An­hui, said, “Li Guoy­ing is an eth­i­cal of­fi­cial with good po­lit­i­cal qual­i­ties.”

Li Jing­bin, former gov­er­nor of An­hui, was ap­pointed Party chief of the prov­ince by the cen­tral au­thor­i­ties on Mon­day, while Wang Xue­jun, An­hui’s former Party chief, “will not be in the po­si­tion any­more”, ac­cord­ing to an an­nounce­ment made by the Com­mu­nist Party of China Cen­tral Com­mit­tee.

Li, the act­ing gov­er­nor, was ap­pointed by the Stand­ing Com­mit­tee of the 12th An­hui Peo­ple’s Congress, after the leg­isla­tive body ap­proved Wang Xue­jun’s res­ig­na­tion as the com­mit­tee chair­man and Li Jing­bin’s res­ig­na­tion as gov­er­nor of the prov­ince.
