Lo­cal bud­gets made more trans­par­ent

The Min­istry of Fi­nance is­sued a ser­vice spec­i­fi­ca­tion guide­line for lo­cal gov­ern­ments to prop­erly pub­li­cize their an­nual fis­cal bud­gets. Ac­cord­ing to the doc­u­ment, lo­cal gov­ern­ments must in­clude de­tails in their pub­li­cized fis­cal bud­gets so that the pub­lic will be able to su­per­vise them. Within 20 days af­ter get­ting ap­proval from lo­cal peo­ple’s con­gresses, the leg­is­la­ture, the lo­cal gov­ern­ments must pub­li­cize the in­for­ma­tion and they are en­cour­aged to re­lease the in­for­ma­tion ahead of the dead­line. From 2017, they must es­tab­lish uni­fied plat­forms and pub­li­cize their fis­cal bud­gets on such plat­forms to fa­cil­i­tate check­ing by the pub­lic and in­vite pub­lic su­per­vi­sion.
