To sta­bi­lize hous­ing prices and meet hous­ing de­mand, China may in­tro­duce mea­sures to pro­mote shared own­er­ship homes. “Shared hous­ing prop­erty” refers to the lo­cal gov­ern­ment trans­fer­ring por­tions of land rev­enues and then sell­ing homes at lower prices to fam­i­lies that qual­ify. Home­own­ers would be re­quired to sign a con­tract in which the lo­cal gov­ern­ment main­tains a por­tion of prop­erty rights, has say in the con­di­tions of fu­ture trans­ac­tions and re­ceives a share when the prop­erty is sold. Own­er­ship is shared by the gov­ern­ment and the fam­i­lies.

Con­trast­ing af­ford­able (low- cost) hous­ing and price- capped hous­ing, hous­ing with shared prop­erty rights de­fines lim­ited prop­erty right, wherein the gov­ern­ment and the pur­chaser share both value- added ben­e­fits and de­val­u­a­tion risks of the land and house. VCG
