In­ter­pre­ta­tion: High-qual­ity de­vel­op­ment has been a pri­mary tone for China’s eco­nomic and so­cial de­vel­op­ment, which Pres­i­dent Xi Jin­ping re­it­er­ated fre­quently dur­ing this year’s Two Ses­sions. An­i­mal hus­bandry, coal, rare earth and nat­u­ral gas were for­merly back­bone in­dus­tries sup­port­ing the eco­nomic growth of north­ern China’s In­ner Mon­go­lia Au­tonomous Re­gion. When join­ing a panel dis­cus­sion with NPC deputies from the au­tonomous re­gion on March 5, Xi noted that the fo­cus of high-qual­ity eco­nomic de­vel­op­ment should be on trans­form­ing and up­grad­ing in­dus­tries and called for more ef­forts to foster new in­dus­tries, new driv­ing forces and new growth points and to de­velop the mod­ern en­ergy sec­tor, point­ing a clear path for­ward for en­er­gy­ori­ented re­gions to achieve high-qual­ity de­vel­op­ment.
