Located along the southeastern coast of China, Zhejiang Province is divided into 11 provincial cities with 90 counties ( including county- level cities and municipal districts). Hangzhou is the capital city of the province. In 2016, Zhejiang registered a population of 55.9 million, and an urbanization rate of 67%. The province’s GDP reached RMB 4.6485 trillion, ranking fourth throughout China. Per capita incomes of urban and rural residents have ranked first among Chinese provinces for 16 and 32 consecutive years respectively.

Poetic Zhejiang: Zhejiang is known as the home of silk, a land of plenty, a state of cultural relics, and a tourist resort. It has the glittering West Lake and the misty, vast Thousand Islands Lake; the Putuo Mountain renounced as Haitian Buddhist Country and the spectacular Yandang Mountain; the Fuchun River over which the sky and the mountain show the same color, and the Beijing-hangzhou Grand Canal where numerous boats compete for advancement; the magnificent Qiantang River Tide and the meandering Xixi wetlands; the water town Wuzhen demonstrating the unique characteristics of the lower reaches of the Changjiang River, and the Road of Tang Dynasty Poems. The Hangzhou West Lake, the Zhejiang section of Beijing-hangzhou Grand Canal and the Canal of Eastern Zhejiang have been selected as world cultural heritage sites, and Jianglang Mountain has been identified as a world natural heritage site.

Cultural Zhejiang: Zhejiang is one of the birthplaces of ancient Chinese civilization. It has a long history, and outstanding people. As far back as the Three Kingdoms period, the province had been formed. In the Tang Dynasty, “Zhejiang” began to be used as the name of the administrative region. The Southern Song Dynasty

made Lin’an its capital, and lasted 150 years. In the Ming Dynasty, the area under the jurisdiction of Zhejiang basically took shape. Zhejiang has the early Paleolithic site in Changxing County, Huzhou City which dated back to one million years ago as well as the Neolithic sites in Liangzhu with a history of 5000 years. Besides, Zhejiang has the Wu-yue Culture, and the Southern Song Dynasty culture; Gou Jian who slept on the brushwood and tasted the gall to nurse vengeance, and Qian Mu who protected the border and ensured the well-being of the local people; master Shen Kuo who made great scientific achievements, and Qian Xuesen the father of the atomic bomb and the hydrogen bomb; the universal scholar Wang Yangming, and Zhang Taiyan, master of the studies of Chinese ancient civilization. According to statistics, since the Eastern Han Dynasty, there are over a thousand Zhejiang writers who have been written into the annals of history, accounting for about one-sixth of the country’s total. Among all the academicians of the Chinese Academy

In2014,ZhejiangC PC Provincial Committee and government raised the strategy to build Zhejiang into national clean energy demonstration province within 10 years.

The recent two years have seen great progress in the implementation of the above strategy. The energy consumption volume has been under control, the proportion of non-oil and chemical energy and the clean energy utilization of oil and chemical energy keeps improving, the proportion of coal consumption, energy consumption per GDP unit and the emission of CO2, SO2, nitrogen oxide, smoke and dust keep declining.

Key clean energy project under promotion. Zhejiang Province has invested almost RMB 100 billion in of Sciences and Chinese Academy of Engineering since the founding of the People’s Republic China, nearly onefifth are from Zhejiang.

Vitality of Zhejiang: Under the policy of reform and opening up, Zhejiang people have been unprecedentedly enthusiastic for starting businesses and making innovation. They have made their way to wealth by embracing the market economy. They have made many innovative achievements, such as the first batch of individual businesses, the first batch of private enterprises, the first batch of joint-stock enterprises, the first batch of professional markets, and the first peasant city. They have also created Alibaba, Wahaha and a large number of other well-known enterprises. On the list of China’s top 500 private enterprises in 2016, there are 134 Zhejiang enterprises, ranking first in the country for 18 consecutive years. In September 2016, the G20 summit was successfully held in Hangzhou.

Harmonious and Beautiful Zhejiang: Zhejiang is the birthplace of “Fengqiao Experience”, the cradle of key clean energy projects. Fangjiashan Nuclear Power No.2 Unit and Xianju pumped storage power station have finished construction and started operation. The natural gas pipelines linking Ningbo, Taizhou and Wenzhou, Jinhua, Lishui and Wenzhou have finished constructions. The Phase-i project of Sanmen nuclear power station started operation and first-phase of Cangnan San’ao nuclear power station is running smoothly. Changlongshan pumped storage power station and Ninghai pumped storage power station have started construction. Ningdong-zhejiang UHVDC project has been completed. The new added electricity line of 110 KV or above stretched 4,267 km, the substation capacity reached 38.08 million KAV and the electricity network upgrading network is launching peace construction, the leader of “the most beautiful phenomenon”, and is one of China’s happiest and most secure provinces. More than two-thirds of the increase in the province’s fiscal expenditure goes to people’s livelihood. The province has basically achieved full coverage of pension and medical insurance. The province saw the emergence of many benevolent people such as the “most beautiful mother”, “the most beautiful father”, “the most beautiful college student”, “the most beautiful driver”, and “the most beautiful traffic police office”, who lead the civilization of the whole society.

Endeavors of Zhejiang: Zhejiang is committed to taking a series of integrated measures to achieve economic restructuring and upgrading and make new breakthroughs in various aspects. Firstly, the province will focus on reform and opening up to enhance the vitality of development. Secondly, it will focus on transformation and upgrading to achieve an upward economy. Thirdly, it will focus on improving people’s livelihood to promote harmony and stability. into construction.

Replacement and upgrading of chemical energy cleaning under full promotion. The first is the clean modification of coal power units. It started such initiative as the first province in China, with the completion rate of 86%. The second is that the reduction and replacement of coal consumption have gained national recognition. The third is that the standard for elimination and upgrading of coal burning boilers is stricter than national requirements, with the completion rate of 84.2%. The fourth is the petrol quality upgrade. In 2016, the national V petrol quality standard has been applied across

Zhejiang Strives to be the National Clean Energy Demonstration Province

the whole province. The Zhejiang VI petrol standard, which is stricter than national V standard, is undergoing supply experimentation and bio-diesel is being widely promoted.

“100 billion Energy Industry” under progress. The key is to advance technology research in distribution system, energy storage, micro grid, nuclear facility, highly-efficient PV modules, high grade submarine cables, low-speed fan, high power offshore wind turbine and sea energy utilization. Zhengtai New Energy Company has become the largest Chinese private firm investing into PV power generation. Zhejiang Windey, Huayi Electric Apparatus Group and other wind power equipment companies have had the capability of manufacturing series of high-power fans. On top of that, industries including new energy vehicles, marine equipment (LNG transport equipment), clean coal power and power equipment, also have developed rapidly.

Promotion of PV development and utilization. The new installed PV capacity reached 1.45 million kw, and the overall installed PV capacity of Zhejiang province rose to 3.65 million kw. Great progress has been made in the constructions of enterprise rooftop distributed PV power station, ground PV power station and residential building rooftop PV power station. As of the end of 2016, Zhejiang ranks No.1 in China in terms of enterprise rooftop installed PV capacity. The 200 mw capacity Jiangshan agrivoltaic power station, with the largest scale in China, connected to the grid. Zhejiang also launched the “Rooftop PV Power Project for Million Homes” first in China, and the provincial government issued “Zhejiang Implementation Opinion on ‘Million Home Rooftop’ PV Power Station”, clarifying the target of installing rooftop PV power stations for 1 institutions. The group has formulated an implementation program and a three-year action plan. The focuses of work will be set every year to ascertain the key tasks in each phase and to make significant, real achievements in various aspects of the “Belt and Road” Initiative.

Firstly, promote the integration of the four ports to build an open, efficient international logistics information system

Zhejiang will take advantage of the leading edge of the Ningbo Zhoushan Port, Hangzhou Air Port, Yiwu Land Port and Zhejiang cross-border e-commerce to speed up the construction of an open, efficient logistics information system which docks with the “Belt and Road” Initiative

and to form an international business and trade pattern of “buy globally and sell globally”. The province will found a provincial harbor committee and a provincial harbor group, and establish Ningbo-zhoushan Port Group, to build a harbor system and maritime transport channel which cover the Maritime Silk Road and to open and release the Maritime Silk Road trade index. It will also build a land port system and land transport channel which run through the Silk Road Economic Belt; and open and run the Yiwu-xinjiang-europe trains. Further, it will focus on the Hangzhou, Ningbo, Wenzhou airports to enhance the level of the aviation infrastructure, and to expand and improve the airline network. In addition, it will deepen the promotion of Hangzhou, Ningbo, Jinhua and other cross-border e-commerce pilot and demonstration programs, and give full play to Alibaba’s advantages in international e-commerce, to promote the construction of the world e-platform of trade (E-WPT).

Secondly, build the Yiwu-ningboZhoushan Channel to speed up the construction of the strategic open platform for Zhejiang to participate in the Belt and Road Initiative.

Zhejiang will increase the agglomeration and development level and the international competiveness of central cities on the basis of the Ningbo metropolitan area and the Yiwu metropolitan area; build a high-level opening up platform on the basis of China (Zhejiang) Free Trade Zone and various experimental and demonstration zones; strengthen the twoway radiation towards the inland and marine economy on the basis of the Ningbo Zhoushan Port and the Yiwu Land Port; and achieve the integration of the Belt and Road in the Zhejiang Province on the basis of the Jinhua-ningbo Railway and other transport systems.

Thirdly, take the advantage of the openness and advanced private economy of the province to carry out cooperation and exchange with countries along the “Belt and Road”.

In the past three years, the Zhejiang branch of the CCPIT has lead nearly 500 (times) representative enterprises of the province in hosting 21 large-scale economic and trade fairs in 19 countries along the Road and Belt, established friendly cooperation relations with 25 foreign counterparts, and set up 12 overseas liaison offices in 12 countries along the “Belt and Road”. Firstly, continue to expand economic and trade cooperation. In 2016, Zhejiang’s trade volume with the countries along the Road and Belt reached USD 104.7 billion, which accounts for more than one-third of its total import and export volume. The province invested in 144 projects in countries along the “Belt and Road”, with a total investment of USD 7.4 billion. Secondly, encourage and support the industry in “two-way” cooperation. On the one hand, competitive industries and technical services of Zhejiang Province are encouraged to go global, strength international production capacity and high- end equipment industry cooperation, and actively explore overseas development space. On the other hand, the enterprises are encouraged to introduce foreign advanced technology to enhance the industrial level and international competitiveness of Zhejiang Province. Outstanding achievements have been made in the construction of industrial cooperation parks. Zhejiang has established 5 parks in Uzbekistan, Thailand, Vietnam, Russia, Serbia along the “Belt and Road”. Thirdly, actively expand the field of cooperation. Zhejiang enterprises are encouraged and supported to actively participate in the development of oil and gas energy and mineral resources in countries along the “Belt and Road”, to address the province’s problem of shortage of certain resources. Engineering enterprises and engineering equipment manufacturing enterprises are supported in carrying out alliance cooperation and actively participating in and undertaking construction of energy, transportation and other infrastructure in regions along the “Belt and Road”. Cooperation and exchange have been deepened in such fields as modern agriculture, marine fishery, science and technology and education, culture and tourism. A series of intergovernmental cooperation and exchange agreements have been signed with countries along the Belt and Road. Fourthly, promote deep cooperation between Zhejiang Province and the Czech Republic.

Fourthly, deepen all kinds of pilot reforms, and innovate in open cooperation mechanism.

Zhejiang will vigorously promote the “one-stop service” reform, comprehensively optimize the construction related to the Belt and Road Initiative, and open the development environment. The province will also speed up the construction of China (Zhejiang) Free Trade Zone, deepen the comprehensive pilot reform of Yiwu international trade, expedite the construction of Hangzhou and Ningbo comprehensive cross-border e-commerce pilot zones, and give full play to the special advantage and important role of e-commerce in Zhejiang’s participation in the “Belt and Road” Initiative. Zhejiang will also strength the management of foreign investment, implement a record-based direct foreign investment management model, and establish and improve the foreign investment service security system.
