Lo­cated along the south­east­ern coast of China, Zhe­jiang Prov­ince is di­vided into 11 pro­vin­cial cities with 90 coun­ties ( in­clud­ing county- level cities and mu­nic­i­pal dis­tricts). Hangzhou is the cap­i­tal city of the prov­ince. In 2016, Zhe­jiang reg­is­tered a pop­u­la­tion of 55.9 mil­lion, and an ur­ban­iza­tion rate of 67%. The prov­ince’s GDP reached RMB 4.6485 tril­lion, rank­ing fourth through­out China. Per capita in­comes of ur­ban and ru­ral res­i­dents have ranked first among Chi­nese prov­inces for 16 and 32 con­sec­u­tive years re­spec­tively.

Po­etic Zhe­jiang: Zhe­jiang is known as the home of silk, a land of plenty, a state of cul­tural relics, and a tourist re­sort. It has the glit­ter­ing West Lake and the misty, vast Thou­sand Is­lands Lake; the Pu­tuo Moun­tain re­nounced as Haitian Bud­dhist Coun­try and the spec­tac­u­lar Yan­dang Moun­tain; the Fuchun River over which the sky and the moun­tain show the same color, and the Bei­jing-hangzhou Grand Canal where nu­mer­ous boats com­pete for ad­vance­ment; the mag­nif­i­cent Qiantang River Tide and the me­an­der­ing Xixi wet­lands; the wa­ter town Wuzhen demon­strat­ing the unique char­ac­ter­is­tics of the lower reaches of the Changjiang River, and the Road of Tang Dy­nasty Po­ems. The Hangzhou West Lake, the Zhe­jiang sec­tion of Bei­jing-hangzhou Grand Canal and the Canal of East­ern Zhe­jiang have been se­lected as world cul­tural her­itage sites, and Jianglang Moun­tain has been iden­ti­fied as a world nat­u­ral her­itage site.

Cul­tural Zhe­jiang: Zhe­jiang is one of the birth­places of an­cient Chi­nese civ­i­liza­tion. It has a long his­tory, and out­stand­ing peo­ple. As far back as the Three King­doms pe­riod, the prov­ince had been formed. In the Tang Dy­nasty, “Zhe­jiang” be­gan to be used as the name of the ad­min­is­tra­tive re­gion. The South­ern Song Dy­nasty

made Lin’an its cap­i­tal, and lasted 150 years. In the Ming Dy­nasty, the area un­der the ju­ris­dic­tion of Zhe­jiang ba­si­cally took shape. Zhe­jiang has the early Pa­le­olithic site in Changx­ing County, Huzhou City which dated back to one mil­lion years ago as well as the Ne­olithic sites in Liangzhu with a his­tory of 5000 years. Be­sides, Zhe­jiang has the Wu-yue Cul­ture, and the South­ern Song Dy­nasty cul­ture; Gou Jian who slept on the brush­wood and tasted the gall to nurse vengeance, and Qian Mu who pro­tected the bor­der and en­sured the well-be­ing of the lo­cal peo­ple; mas­ter Shen Kuo who made great sci­en­tific achieve­ments, and Qian Xue­sen the fa­ther of the atomic bomb and the hy­dro­gen bomb; the uni­ver­sal scholar Wang Yang­ming, and Zhang Taiyan, mas­ter of the stud­ies of Chi­nese an­cient civ­i­liza­tion. Ac­cord­ing to statis­tics, since the East­ern Han Dy­nasty, there are over a thou­sand Zhe­jiang writ­ers who have been writ­ten into the an­nals of his­tory, ac­count­ing for about one-sixth of the coun­try’s to­tal. Among all the aca­demi­cians of the Chi­nese Academy of Sciences and Chi­nese Academy of En­gi­neer­ing since the found­ing of the Peo­ple’s Repub­lic China, nearly one­fifth are from Zhe­jiang.

Vi­tal­ity of Zhe­jiang: Un­der the pol­icy of re­form and open­ing up, Zhe­jiang peo­ple have been un­prece­dent­edly en­thu­si­as­tic for start­ing busi­nesses and mak­ing in­no­va­tion. They have made their way to wealth by em­brac­ing the mar­ket econ­omy. They have made many in­no­va­tive achieve­ments, such as the first batch of in­di­vid­ual busi­nesses, the first batch of pri­vate en­ter­prises, the first batch of joint-stock en­ter­prises, the first batch of pro­fes­sional mar­kets, and the first peas­ant city. They have also cre­ated Alibaba, Wa­haha and a large num­ber of other well-known en­ter­prises. On the list of China’s top 500 pri­vate en­ter­prises in 2016, there are 134 Zhe­jiang en­ter­prises, rank­ing first in the coun­try for 18 con­sec­u­tive years. In Septem­ber 2016, the G20 sum­mit was suc­cess­fully held in Hangzhou.

Har­mo­nious and Beau­ti­ful Zhe­jiang: Zhe­jiang is the birth­place of “Fengqiao Ex­pe­ri­ence”, the cra­dle of peace con­struc­tion, the leader of “the most beau­ti­ful phe­nom­e­non”, and is one of China’s hap­pi­est and most se­cure prov­inces. More than two-thirds of the in­crease in the prov­ince’s fis­cal ex­pen­di­ture goes to peo­ple’s liveli­hood. The prov­ince has ba­si­cally achieved full cov­er­age of pen­sion and med­i­cal in­sur­ance. The prov­ince saw the emer­gence of many benev­o­lent peo­ple such as the “most beau­ti­ful mother”, “the most beau­ti­ful fa­ther”, “the most beau­ti­ful col­lege stu­dent”, “the most beau­ti­ful driver”, and “the most beau­ti­ful traf­fic po­lice of­fice”, who lead the civ­i­liza­tion of the whole so­ci­ety.

En­deav­ors of Zhe­jiang: Zhe­jiang is com­mit­ted to tak­ing a se­ries of in­te­grated mea­sures to achieve eco­nomic re­struc­tur­ing and up­grad­ing and make new break­throughs in var­i­ous as­pects. Firstly, the prov­ince will fo­cus on re­form and open­ing up to en­hance the vi­tal­ity of de­vel­op­ment. Se­condly, it will fo­cus on trans­for­ma­tion and up­grad­ing to achieve an up­ward econ­omy. Thirdly, it will fo­cus on im­prov­ing peo­ple’s liveli­hood to pro­mote har­mony and sta­bil­ity.

“100 bil­lion En­ergy In­dus­try” un­der progress. The key is to ad­vance tech­nol­ogy re­search in dis­tri­bu­tion sys­tem, en­ergy stor­age, mi­cro grid, nu­clear fa­cil­ity, highly-ef­fi­cient PV mod­ules, high grade sub­ma­rine ca­bles, low-speed fan, high power off­shore wind tur­bine and sea en­ergy utiliza­tion. Zheng­tai New En­ergy Com­pany has be­come the largest Chi­nese pri­vate firm in­vest­ing into PV power gen­er­a­tion. Zhe­jiang Windey, Huayi Elec­tric Ap­pa­ra­tus Group and other wind power equip­ment com­pa­nies have had the ca­pa­bil­ity of man­u­fac­tur­ing se­ries of high-power fans. On top of that, in­dus­tries in­clud­ing new en­ergy ve­hi­cles, marine equip­ment (LNG trans­port equip­ment), clean coal power and power equip­ment, also have de­vel­oped rapidly.

Pro­mo­tion of PV de­vel­op­ment and utiliza­tion. The new in­stalled PV ca­pac­ity reached 1.45 mil­lion kw, and the over­all in­stalled PV ca­pac­ity of Zhe­jiang prov­ince rose to 3.65 mil­lion kw. Great progress has been made in the con­struc­tions of en­ter­prise rooftop distributed PV power sta­tion, ground PV power sta­tion and res­i­den­tial build­ing rooftop PV power sta­tion. As of the end of 2016, Zhe­jiang ranks No.1 in China in terms of en­ter­prise rooftop in­stalled PV ca­pac­ity. The 200 mw ca­pac­ity Jiang­shan agri­voltaic power sta­tion, with the largest scale in China, con­nected to the grid. Zhe­jiang also launched the “Rooftop PV Power Project for Mil­lion Homes” first in China, and the pro­vin­cial gov­ern­ment is­sued “Zhe­jiang Im­ple­men­ta­tion Opin­ion on ‘Mil­lion Home Rooftop’ PV Power Sta­tion”, clar­i­fy­ing the tar­get of in­stalling rooftop PV power sta­tions for 1 in­sti­tu­tions. The group has for­mu­lated an im­ple­men­ta­tion pro­gram and a three-year ac­tion plan. The fo­cuses of work will be set ev­ery year to as­cer­tain the key tasks in each phase and to make sig­nif­i­cant, real achieve­ments in var­i­ous as­pects of the “Belt and Road” Ini­tia­tive.

Firstly, pro­mote the in­te­gra­tion of the four ports to build an open, ef­fi­cient in­ter­na­tional lo­gis­tics in­for­ma­tion sys­tem

Zhe­jiang will take ad­van­tage of the lead­ing edge of the Ningbo Zhoushan Port, Hangzhou Air Port, Yiwu Land Port and Zhe­jiang cross-bor­der e-com­merce to speed up the con­struc­tion of an open, ef­fi­cient lo­gis­tics in­for­ma­tion sys­tem which docks with the “Belt and Road” Ini­tia­tive

and to form an in­ter­na­tional busi­ness and trade pat­tern of “buy glob­ally and sell glob­ally”. The prov­ince will found a pro­vin­cial har­bor com­mit­tee and a pro­vin­cial har­bor group, and es­tab­lish Ningbo-zhoushan Port Group, to build a har­bor sys­tem and mar­itime trans­port chan­nel which cover the Mar­itime Silk Road and to open and re­lease the Mar­itime Silk Road trade in­dex. It will also build a land port sys­tem and land trans­port chan­nel which run through the Silk Road Eco­nomic Belt; and open and run the Yiwu-xin­jiang-europe trains. Fur­ther, it will fo­cus on the Hangzhou, Ningbo, Wen­zhou air­ports to en­hance the level of the avi­a­tion in­fra­struc­ture, and to ex­pand and im­prove the air­line net­work. In ad­di­tion, it will deepen the pro­mo­tion of Hangzhou, Ningbo, Jin­hua and other cross-bor­der e-com­merce pi­lot and demon­stra­tion pro­grams, and give full play to Alibaba’s ad­van­tages in in­ter­na­tional e-com­merce, to pro­mote the con­struc­tion of the world e-plat­form of trade (E-WPT).

Se­condly, build the Yiwu-ning­boZ­houshan Chan­nel to speed up the con­struc­tion of the strate­gic open plat­form for Zhe­jiang to par­tic­i­pate in the Belt and Road Ini­tia­tive.

Zhe­jiang will in­crease the ag­glom­er­a­tion and de­vel­op­ment level and the in­ter­na­tional com­petive­ness of cen­tral cities on the ba­sis of the Ningbo met­ro­pol­i­tan area and the Yiwu met­ro­pol­i­tan area; build a high-level open­ing up plat­form on the ba­sis of China (Zhe­jiang) Free Trade Zone and var­i­ous ex­per­i­men­tal and demon­stra­tion zones; strengthen the twoway ra­di­a­tion to­wards the in­land and marine econ­omy on the ba­sis of the Ningbo Zhoushan Port and the Yiwu Land Port; and achieve the in­te­gra­tion of the Belt and Road in the Zhe­jiang Prov­ince on the ba­sis of the Jin­hua-ningbo Rail­way and other trans­port sys­tems.

Thirdly, take the ad­van­tage of the open­ness and ad­vanced pri­vate econ­omy of the prov­ince to carry out co­op­er­a­tion and ex­change with coun­tries along the “Belt and Road”.

In the past three years, the Zhe­jiang branch of the CCPIT has lead nearly 500 (times) rep­re­sen­ta­tive en­ter­prises of the prov­ince in host­ing 21 large-scale eco­nomic and trade fairs in 19 coun­tries along the Road and Belt, es­tab­lished friendly co­op­er­a­tion re­la­tions with 25 for­eign coun­ter­parts, and set up 12 over­seas li­ai­son of­fices in 12 coun­tries along the “Belt and Road”. Firstly, con­tinue to ex­pand eco­nomic and trade co­op­er­a­tion. In 2016, Zhe­jiang’s trade vol­ume with the coun­tries along the Road and Belt reached USD 104.7 bil­lion, which ac­counts for more than one-third of its to­tal im­port and ex­port vol­ume. The prov­ince in­vested in 144 projects in coun­tries along the “Belt and Road”, with a to­tal in­vest­ment of USD 7.4 bil­lion. Se­condly, en­cour­age and sup­port the in­dus­try in “two-way” co­op­er­a­tion. On the one hand, com­pet­i­tive in­dus­tries and tech­ni­cal ser­vices of Zhe­jiang Prov­ince are en­cour­aged to go global, strength in­ter­na­tional pro­duc­tion ca­pac­ity and high- end equip­ment in­dus­try co­op­er­a­tion, and ac­tively ex­plore over­seas de­vel­op­ment space. On the other hand, the en­ter­prises are en­cour­aged to in­tro­duce for­eign ad­vanced tech­nol­ogy to en­hance the in­dus­trial level and in­ter­na­tional com­pet­i­tive­ness of Zhe­jiang Prov­ince. Out­stand­ing achieve­ments have been made in the con­struc­tion of in­dus­trial co­op­er­a­tion parks. Zhe­jiang has es­tab­lished 5 parks in Uzbek­istan, Thai­land, Viet­nam, Rus­sia, Ser­bia along the “Belt and Road”. Thirdly, ac­tively ex­pand the field of co­op­er­a­tion. Zhe­jiang en­ter­prises are en­cour­aged and sup­ported to ac­tively par­tic­i­pate in the de­vel­op­ment of oil and gas en­ergy and mineral re­sources in coun­tries along the “Belt and Road”, to ad­dress the prov­ince’s prob­lem of short­age of cer­tain re­sources. En­gi­neer­ing en­ter­prises and en­gi­neer­ing equip­ment man­u­fac­tur­ing en­ter­prises are sup­ported in car­ry­ing out al­liance co­op­er­a­tion and ac­tively par­tic­i­pat­ing in and un­der­tak­ing con­struc­tion of en­ergy, trans­porta­tion and other in­fra­struc­ture in re­gions along the “Belt and Road”. Co­op­er­a­tion and ex­change have been deep­ened in such fields as mod­ern agri­cul­ture, marine fish­ery, sci­ence and tech­nol­ogy and ed­u­ca­tion, cul­ture and tourism. A se­ries of in­ter­gov­ern­men­tal co­op­er­a­tion and ex­change agree­ments have been signed with coun­tries along the Belt and Road. Fourthly, pro­mote deep co­op­er­a­tion be­tween Zhe­jiang Prov­ince and the Czech Repub­lic.

Fourthly, deepen all kinds of pi­lot re­forms, and in­no­vate in open co­op­er­a­tion mech­a­nism.

Zhe­jiang will vig­or­ously pro­mote the “one-stop ser­vice” re­form, com­pre­hen­sively op­ti­mize the con­struc­tion re­lated to the Belt and Road Ini­tia­tive, and open the de­vel­op­ment en­vi­ron­ment. The prov­ince will also speed up the con­struc­tion of China (Zhe­jiang) Free Trade Zone, deepen the com­pre­hen­sive pi­lot re­form of Yiwu in­ter­na­tional trade, ex­pe­dite the con­struc­tion of Hangzhou and Ningbo com­pre­hen­sive cross-bor­der e-com­merce pi­lot zones, and give full play to the spe­cial ad­van­tage and im­por­tant role of e-com­merce in Zhe­jiang’s par­tic­i­pa­tion in the “Belt and Road” Ini­tia­tive. Zhe­jiang will also strength the man­age­ment of for­eign in­vest­ment, im­ple­ment a record-based di­rect for­eign in­vest­ment man­age­ment model, and es­tab­lish and im­prove the for­eign in­vest­ment ser­vice se­cu­rity sys­tem.
