“The gov­ern­ment has made a re­ally big first step with try­ing to get the dirty ve­hi­cles off the road,” says Clean Air Net­work’s Markus Shaw, who also co­founded De­sign­ing Hong Kong and is on the board of WWF In­ter­na­tional. But, ac­cord­ing to Shaw, that’s just the tip of the ice­berg. Its bid to en­cour­age elec­tric and hy­brid ve­hi­cles is “pretty half-hearted,” and there is far more the gov­ern­ment can do with tax­a­tion mea­sures to en­cour­age cleaner ve­hi­cles. Shaw cites London’s “low emis­sion zone” ini­tia­tive, un­der which cars pay a daily fee rel­a­tive to their emis­sions to travel in spe­cific parts of Greater London, as one that would be ideal for the con­gested ar­eas of Hong Kong.
