The China- U S trade war unveils a restructuring in the China- U S relations, highlighting a conflict not only of interests but also of strategies between the two countries. The China- U. S. relations are confronted with a harsh challenge of ineffectiveness and even absence of “ballast stones” for the first time, and whether the two countries would be able to “compete without breakdown” in the future primarily depends upon the possibility of avoiding three different but inter-related traps. The restructuring in the China- U. S. relations reflects an underlying trend of counterglobalization, rising populism and political instability in an increasingly multi-polarized world, and its trajectory would directly influence the future development in the world. China is facing mounting unfavorable factors compared to that of the U.S., so how to properly manage the bilateral relations and safeguard the important period of strategic opportunity for national development will become the biggest test for major-country diplomacy with Chinese characteristics in the new era. Since Donald Trump took office last year, U.s.-russia relations have fallen into the freezing point instead of thawing. On the one hand, the U.S. has imposed heavier sanctions against Russia. On the other hand, the two countries launched "diplomatic and media warfare" and competed fiercely in the Middle East. The continuous deterioration of U.s.-russia relations is caused by the disparity in power, the mutual misunderstanding, the lack of mutual trust and the domestic political factors in both countries. It shows that the contradictions between the two sides are now transforming from exogenous to endogenous. In the future, "limited adversaries" are becoming the "new normal" of U.s.-russia relations. Under the background of the profound adjustment and complex international situation, China needs to actively engage

in the benign interactions with the United States and Russia, avoid the escalation of competition between great powers, and strengthen U. S.- China- Russia trilateral cooperation to cope with global challenges.

The U.S.-EU relationship currently exhibits a kind of two-sided characteristics. On the one hand, since Trump took office, the tensions between the two sides in the area of security, economy and multilateralism have reflected their increasingly divergent mindsets and interests which are driven by endogenous factors. On the other hand, the fundamental pillars maintaining the transatlantic relationship are still rather solid which makes the bilateral relationship resilient. The development of the above two characteristics will finally shape the future of U.S.-EU relations towards a loose “alliance of issues”. Under the increasingly loose alliance framework, the transatlantic relations will be more “issue-oriented” without a common goal of strategic unanimity while showing the multifaceted form of friction, competition and cooperation.

The sustainable development in the Arctic is the new growth pole of Sino-russian cooperation. Meeting the development needs of Russia’s Arctic region, accelerating the layout of marine security, strengthening the legal claims and actual control of Northern Sea Route are Russia’s basic strategic demands. To enrich practices of the New frontiers diplomacy, guide the trend of international governance in the Arctic and expand maritime cooperation under Belt and Road initiative are main goals of China. In the Arctic cooperation, China and Russia enjoy consistency and complementarity of interests, feasibility of achieving all-level connectivity and necessity of deepening pragmatic cooperation, but also facing multilateral political and legal challenges, how to balance security and economic benefits, to avoid doubts in the mentality are major obstacle of such cooperation. Promoting the modularization of large projects under the principle of sustainability, adhering to scientific guidance and technical support are basic paths for promoting Sino-russian Arctic cooperation.
