On demand, unscheduled air taxi service – charter flights, in common parlance – are regulated around the world by standards based on the U.S. Federal Aviation Administration’s Part 135 rules. But another set of air charter rules (Part 380 in the U.S.) covers scheduled air taxi flights for 30 or fewer passengers. Technology now makes it easier to aggregate demand for such scheduled charter flights, and recently the FAA and other national regulatory authorities have allowed providers to offer them. These technology and regulatory changes are behind the appearance of shuttle flights, perseat charter, private airlines, and some of the other new access models.
