How the gov­ern­ment will sup­port Hainan’s re­forms

Ser­vices: Pri­or­ity will be given to tourism, in­ter­net in­dus­tries, med­i­cal care, fi­nance, and expos. Trade ex­changes for in­ter­na­tional en­ergy, bulk cargo, stocks, and car­bon emis­sions are en­cour­aged. IT: The dig­i­tal econ­omy will be sup­ported, with an em­pha­sis on big data, AI and the In­ter­net of Things. Agri­cul­ture: Plans to de­velop trop­i­cal agri­cul­ture and oceanic farm­ing are un­der­way. Hi-tech: Space and deep-sea tech­nolo­gies are key ar­eas. Tourism: In­ter­na­tional air routes will in­crease and rel­e­vant poli­cies will be im­proved. Ecol­ogy: A mod­ern eco­log­i­cal pro­tec­tion and su­per­vi­sion sys­tem will be es­tab­lished with pi­lot ar­eas for a na­tional park sys­tem. Ed­u­ca­tion: Pres­ti­gious uni­ver­si­ties and in­sti­tutes will be in­vited to set up schools in Hainan. For­eign ed­u­ca­tion re­sources will be wel­comed.
