两纲中期评估工作全面展开

The National Working Committee on Children and Women (NWCCW) under the State Council (the central government's cabinet) on March 22 held a work conference to arrange tasks to be conducted by officials of the committee, and its member organizations, during mid-term evaluations of various regions' achievements in promoting the Chinese Government's National Program for Women's Development (2011-2020) and the National Program for Child Development (2011-2020) (the two NPAs). The conference was held in Beijing.

Song Xiuyan, Deputy Director of NWCCW and VicePresident and First Member of the Secretariat of ACWF, spoke during the meeting. She said 31 teams, composed of more than 220 officials of the organizations, would conduct inspection tours of China's provinces, municipalities and autonomous regions, including the Xinjiang (in Northwest China) production and construction corps, between April and June. The teams, headed by members of NWCCW, were to monitor the regions' efforts to implement the national programs.

Hunan湖南

A team from June 20-24 conducted inspection tours of several districts and counties in Changde and Yiyang, both cities in Central China's Hunan Province, to evaluate the areas' achievements in promoting the national programs. The team commended the provincial government for its achievements in promoting women and children's development, protecting women and children's legal rights and interests and improving women and children's health and lives.

The team also offered suggestions on how the provincial government could solve problems that affect implementation of the programs. For example, the team suggested Hunan should promote women's political participation and improve its efforts to help left-behind children (whose parents have left home to work elsewhere) in rural areas.

Shaanxi陕西

A team from June 20-24 conducted inspection tours of several districts and counties in Weinan and Tongchuan, both cities in Northwest China's Shaanxi Province, to evaluate the areas' achievements in promoting the national programs. The team commended the provincial government for its achievements in promoting women and children's development, improving women and children's education

and health and improving the work mechanisms of women and children's hospitals and healthcare centers.

The team also suggested Shaanxi should make greater efforts to reduce birth defects, improve public services for children and improve its work related to collecting and analyzing gender statistics, and to monitoring its work related to the programs' implementation.

Guangdong广东

A team from July 4-8 conducted inspection tours of several districts and counties in Zhaoqing and Foshan, both cities in South China's Guangdong Province, to evaluate the areas' achievements in promoting the national programs. The team commended the provincial government for its achievements in promoting both the basic State policy of gender equality and the principle of giving priority to children, and in promoting women and children's development, while the government promotes Guangdong's economic and social development.

The team also suggested Guangdong should make greater efforts to improve medical and education services provided to women and children in the poverty-stricken areas in Guangdong, and improve the work mechanisms of the working committees on children and women, at all levels in Guangdong Province, so the organizations can provide better services to children and women.

Hainan海南

A team from July 4-8 conducted inspection tours of Xiuying, a district in Haikou (capital of South China's Hainan Province), and Baoting and Qiongzhong, both counties directly under the jurisdiction of Hainan Province, to evaluate the areas' achievements in promoting the national programs. The team commended the provincial government for its achievements in promoting women and children's development, and in protecting women and children's legal rights and interests.

The team also suggested Hainan should provide more financial assistance to women and children, especially in poverty-stricken areas, to improve their health and education.

Qinghai青海

A team from July 10-15 conducted inspection tours of several districts and counties in Haidong, a city in Northwest China's Qinghai Province, and Hainan Tibetan Autonomous Prefecture, in the province, to evaluate the areas' achievements in promoting the national programs. The team commended the provincial government for its achievements in protecting women and children's legal rights and interests, and in improving women and children's health, education and lives.

The team also suggested Qinghai should improve the work mechanisms used by women and children's hospitals and healthcare centers, and promote implementation of laws and regulations that help protect women and children's legal rights and interests. Also, Qinghai should improve its methods of collecting and analyzing gender statistics, and its methods of monitoring its work related to the programs' implementation.

Jilin 吉林

A team from July 11-15 conducted inspection tours of several districts and counties in Liaoyuan and Tonghua, both cities in Northeast China's Jilin Province, to evaluate the areas' achievements in promoting the national programs. The team commended the provincial government for its achievements in promoting women and children's development, protecting women and children's legal rights and interests and promoting both the basic State policy of gender equality and the principle of giving priority to children.

The team also suggested Jilin should make greater efforts to improve medical and education services provided to women and children in the poverty-stricken areas in Jilin, and to improve the province's methods of collecting and analyzing gender statistics and its methods of monitoring its work related to the programs' implementation.
