Seven organizations — China Disabled Persons' Federation, National Development and Reform Commission, National Health and Family Planning Commission and China's ministries of Education, Finance, Civil Affairs and Human Resources and Social Security — recently promulgated a document, in which their officials announced they planned to strive to achieve the target of enabling more than 95 percent of school-aged disabled children, in different parts of the country, to be enrolled in primary and middle schools by 2020.

Lü Yugang, Director of the Department of Basic Education of the Ministry of Education, told media that China had established 2,080 special-education schools (which offer nine-year education to disabled children) by the end of 2016, and that more than 90 percent of mentally challenged children and visually and/or hearing disabled children across the country had enrolled in primary or middle schools.
