USP To Un­dergo Ma­jor Re­struc­ture

The Univer­sity of the South Pa­cific (USP) will un­der­take a ma­jor re­struc­ture of its Properties and Fa­cil­i­ties (P&F) sec­tion and will also seek to out­source its mail­room ser­vices soon fol­low­ing an in­de­pen­dent re­view of P&F op­er­a­tions.

USP’s Vice-Pres­i­dent Properties and Fa­cil­i­ties and Re­gional Cam­puses Gi­ulio Masasso Tu’iko­lon­ga­hau Paunga said, the Re­view’s re­port was thor­oughly an­a­lysed and dis­cussed be­fore the fi­nal de­ci­sion to un­der­take this ma­jor re­struc­ture. “The Re­view had iden­ti­fied se­ri­ous risks that the cur­rent op­er­a­tions and or­gan­i­sa­tion of P&F posed for the Univer­sity’s drive for ex­cel­lence,” Mr Paunga said. He noted the re­view had iden­ti­fied key ar­eas of im­prove­ment to in­crease ef­fi­ciency with an em­pha­sis on strate­gic man­age­ment, strong busi­ness part­ner­ship, ad­vi­sory ser­vices and cus­to­dian in max­imis­ing the out­puts of the Univer­sity’s vast phys­i­cal in­fra­struc­ture. P&F over­sights and man­ages the properties and fa­cil­i­ties at the main Cam­pus in Lau­cala, two Cam­puses in Lau­toka and Labasa, and 11 Re­gional cam­puses in each mem­ber coun­try. In ad­di­tion to these 14 Cam­puses, there are 11 re­gional cen­tres.

“Given the cru­cial role of properties and fa­cil­i­ties in the Univer­sity’s drive for ex­cel­lence and its com­mit­ment to cost-ef­fec­tive and pro­fes­sional ser­vices, the Univer­sity needs a new and in­no­va­tive ap­proach that will bring in spe­cialised knowl­edge and bet­ter service de­liv­ery across the Univer­sity’s 14 cam­puses,” Mr Paunga said. The P&F sec­tion will be re­placed by a new Es­tates and In­fra­struc­ture Divi­sion that sep­a­rates service de­liv­ery and op­er­a­tions from as­set strat­egy and man­age­ment that has a clear fo­cus on strate­gic in­fra­struc­ture plan­ning and de­vel­op­ment, align­ment with the learn­ing and re­search, and sus­tain­abil­ity, among oth­ers. Ac­cord­ing to Dr Paunga, the pro­posed new struc­ture is de­vel­oped to fo­cus on the sec­tion’s core func­tions and ac­tiv­i­ties, while the non­core ac­tiv­i­ties will be out­sourced.
