The ‘2007 cy­be­rat­tack’ is an event which must be put in its context. The 27 April of 2007, at the time, Ta­linn set­tled to move a Rus­sian so­viet monument and, ha­ckers at­ta­cked the Es­to­nian net­work. It sent down Es­to­nian banks, ad­mi­nis­tra­tive ser­vices, pa­pers, com­pa­nies, po­li­ti­cal parties in­ef­fec­tive du­ring few weeks.

Es­to­nian and Li­tua­nian go­vern­ments streng­the­ned their di­gi­tal pro­tec­tion sys­tem and now, those coun­tries are one of the best di­gi­tal systems in Eu­rope. Since 2008, Es­to­nia is the cy­ber­de­fence sys­tem cen­ter of trai­ning of NA­TO-North At­lan­tic Trea­ty Or­ga­ni­za­tion- and Li­tua­nia is a cen­ter to fight cy­be­rat­tacks. NA­TO aims to “pro­mote co­ope­ra­tion bet­ween Mem­ber States of NA­TO to pro­vide se­cu­ri­ty sup­port for cy­ber­se­cu­ri­ty, to plan trai­ning pro­grams, to fit the cy­ber-ter­ro­rism”(5). Ma­ny im­pact tests are use­ful to im­prove the di­gi­tal pro­tec­tion as the ‘Ope­ra­tion Bal­tic Cy­ber Shield’ in 2010. This cen­ter reaches to set up a “dri­ving li­cence for the in­ter­net”(6).

If the in­ter­net net­work is a go­vern­ment prio­ri­ty in Eu­rope, it is vir­tual­ly im­pos­sible to iden­ti­fy pi­rates no­wa­days(8).
