The ‘2007 cyberattack’ is an event which must be put in its context. The 27 April of 2007, at the time, Talinn settled to move a Russian soviet monument and, hackers attacked the Estonian network. It sent down Estonian banks, administrative services, papers, companies, political parties ineffective during few weeks.
Estonian and Lituanian governments strengthened their digital protection system and now, those countries are one of the best digital systems in Europe. Since 2008, Estonia is the cyberdefence system center of training of NATO-North Atlantic Treaty Organization- and Lituania is a center to fight cyberattacks. NATO aims to “promote cooperation between Member States of NATO to provide security support for cybersecurity, to plan training programs, to fit the cyber-terrorism”(5). Many impact tests are useful to improve the digital protection as the ‘Operation Baltic Cyber Shield’ in 2010. This center reaches to set up a “driving licence for the internet”(6).
If the internet network is a government priority in Europe, it is virtually impossible to identify pirates nowadays(8).
