Spain’s con­ser­va­tive op­po­si­tion leader Mar­i­ano Ra­joy, front-run­ner to be­come prime min­is­ter next year, vowed to im­pose spend­ing and debt lim­its if elected, in an in­ter­view pub­lished yes­ter­day.
