Na­tive to Rus­sia, pel­meni have a char­ac­ter­is­ti­cally thin skin, stuffed with minced meat or fish with strongly flavoured pep­per, onions or gar­lic. Made from wheat flour and wa­ter, the dough is rolled thin and cut into cir­cles, which are wrapped around un­cooked fill­ing, then boiled in salted wa­ter and served with sour cream or in clear soup.
