Pol­icy ap­a­thy, pro­ce­dural bot­tle­necks, poor in­fras­truc­ture, costly fi­nance and lack of skilled man­power. In­ter­na­tional cargo, which ac­counts for two-thirds of the to­tal cargo han­dled, is mainly con­cen­trated at metro air­ports of Mum­bai, Delhi, Chen­nai, Ban­ga­lore and Hy­der­abad. Air cargo has also not been able to grow at the same pace as some of the other trans­port modes. The trans­ship­ment cargo which con­sti­tutes as high as 60-70 per cent of to­tal vol­umes han­dled by some of lead­ing air­ports tends to be neg­li­gi­ble for In­dian air­ports.
