Be­ing a cus­tom bro­ker what is your take on Sin­gle Win­dow In­ter­face for Fa­cil­i­tat­ing Trade (SWIFT) ?

SWIFT is a fa­cil­ity pro­vided by the Cus­toms which iden­ti­fies the im­port from the Cus­toms Tar­iff Han­dling (CTH). There is no am­bi­gu­ity or dis­cre­tion with the proper of­fi­cer to send to one au­thor­ity or the other. The con­cept it­self is very trans­par­ent.

The Sin­gle Win­dow team have listed the en­tire CTH in IceGate por­tal along with the list of Par­tic­i­pat­ing Gov­ern­ment Agen­cies (PGA) who will be in­volved against the CTH. More­over, there are ex­cep­tion lists as well–if one reads care­fully the en­tire process the gov­ern­ment has made the cus­tom bro­kers life easy. The process also in­di­cates the doc­u­ments and in­for­ma­tion that need to be taken from the im­porter and at the same time the ac­count­abil­ity of the cus­tom bro­kers has in­creased.

How it is help­ing the in­dus­try?

The process and the re­quire­ment of im­ports are now trans­par­ent, there­fore the im­porters would call for the au­then­tic doc­u­ments from the sup­plier to fill up the var­i­ous re­quire­ments from the Sin­gle Win­dow point of view. This also en­ables the in­dus­try to re­duce their trans­ac­tion cost once the de­tails are given as per the re­quire­ment of SWIFT and no fur­ther queries raised on the PGA front. This also helps the Cus­toms to view the im­port more ra­tio­nally and quickly. Af­ter the roll out of sin­gle win­dow sys­tem, where do you see the lo­gis­tics KPFWUVT[ ſXG [GCTU FQYP the line?

On a very pos­i­tive note, the first thing that would hap­pen is the lo­gis­tics, es­pe­cially the cus­tom bro­kers re­spectabil­ity, in the minds of in­dus­try will in­crease; it would be­come a knowl­edge-based in­dus­try. Sec­ondly, ma­jor im­ports will be cleared within the short­est pe­riod es­pe­cially with the thought process which the gov­ern­ment is en­vis­ag­ing with dig­i­tal up­load­ing of doc­u­ments, least in­ter­ac­tion with gov­ern­ment agen­cies, to name a few. Fi­nally, the im­prove­ment in this step would not only re­duce trans­ac­tion cost, but the dwell time, in­ven­tory car­ry­ing cost, cost of cap­i­tal on in­vest­ment, to name a few will also re­duce. We ex­pect that a ro­bust sys­tem with ro­bust process will cre­ate a pos­i­tive and pre­dictable en­vi­ron­ment which would make lo­gis­tics in­dus­try more com­mit­ted and pro­fes­sional.

Our in­dus­try needs to be more par­tic­i­pa­tive and should come out with prob­lems as well as so­lu­tions. Pos­i­tive sug­ges­tions will al­ways find a way in the gov­ern­men­tal process which is good for all. It is the col­lec­tive re­spon­si­bil­ity of the trade and in­dus­try to boost the image of the coun­try with ac­tive par­tic­i­pa­tion and im­ple­men­ta­tion by the gov­ern­ment agen­cies. Ev­ery pos­i­tive move that we take to­gether will bring In­dia’s rank­ing in the world bet­ter in all as­pects of busi­ness and com­merce.
