Being a custom broker what is your take on Single Window Interface for Facilitating Trade (SWIFT) ?
SWIFT is a facility provided by the Customs which identifies the import from the Customs Tariff Handling (CTH). There is no ambiguity or discretion with the proper officer to send to one authority or the other. The concept itself is very transparent.
The Single Window team have listed the entire CTH in IceGate portal along with the list of Participating Government Agencies (PGA) who will be involved against the CTH. Moreover, there are exception lists as well–if one reads carefully the entire process the government has made the custom brokers life easy. The process also indicates the documents and information that need to be taken from the importer and at the same time the accountability of the custom brokers has increased.
How it is helping the industry?
The process and the requirement of imports are now transparent, therefore the importers would call for the authentic documents from the supplier to fill up the various requirements from the Single Window point of view. This also enables the industry to reduce their transaction cost once the details are given as per the requirement of SWIFT and no further queries raised on the PGA front. This also helps the Customs to view the import more rationally and quickly. After the roll out of single window system, where do you see the logistics KPFWUVT[ ſXG [GCTU FQYP the line?
On a very positive note, the first thing that would happen is the logistics, especially the custom brokers respectability, in the minds of industry will increase; it would become a knowledge-based industry. Secondly, major imports will be cleared within the shortest period especially with the thought process which the government is envisaging with digital uploading of documents, least interaction with government agencies, to name a few. Finally, the improvement in this step would not only reduce transaction cost, but the dwell time, inventory carrying cost, cost of capital on investment, to name a few will also reduce. We expect that a robust system with robust process will create a positive and predictable environment which would make logistics industry more committed and professional.
Our industry needs to be more participative and should come out with problems as well as solutions. Positive suggestions will always find a way in the governmental process which is good for all. It is the collective responsibility of the trade and industry to boost the image of the country with active participation and implementation by the government agencies. Every positive move that we take together will bring India’s ranking in the world better in all aspects of business and commerce.
