At a con­sumer fo­rum in In­dore, the com­plainant con­tended that when al­lot­ment of a house was done through a draw of lots and de­pended com­pletely on the luck of the al­lot­tee, the hous­ing board could not charge more for cor­ner plot or for any best lo­ca­tion.

In this case, the hous­ing board had asked the al­lot­tee to pay 10 per cent ex­tra for a cor­ner plot and five per cent ex­tra for best lo­ca­tion – the priv­i­lege that came to the com­plainant out of his sheer luck in the draw of lots. After a thor­ough hear­ing, the dis­trict con­sumer dis­putes re­dres­sal fo­rum passed an or­der in favour of the com­plainant and di­rected the board not to levy the ex­tra charges.
