Petition on the merger of Nagireddipet mandal with Kamareddy district

The Hyderabad High Court on Thursday directed the Telangana state government to file a detailed counter affidavit on a petition challenging the merger of the Nagireddypet mandal into the newly formed Kamareddy district

Justice C. Praveen Kumar was dealing with a petition by Jaggi Jayaraju and nine others challenging the GO issued on October 11 for the formation of Kamareddy district.

Ms B Rachana, counsel appearing for the petitioners, alleged that the government had reorganised

the mandals while creating a new district in an unscientific manner and purely for political purposes.

She said that Nagireddypet mandal was the absolutely last mandal in the earlier Nizamabad district and approximately 110 km away from district headquarters.

She said as it was the last mandal of the district it was deprived of development.

She submitted that during the recent reorganisation of districts, the people of the mandal asked the government to include the mandal in Medak district as it was located just 16 km away from Medak town which is a district headquarters.

The judge asked who will object if the mandal residents want to study or work in Medak town or elsewhere.

The counsel said a youth by name Raju, a resident of Malthummeda, committed suicide on Tank Bund apparently depressed by the noninclusion of the mandal in Medak district.

Reacting to the submission of the counsel, the judge asked on what basis they are saying that the man committed suicide as the mandal was not included in Medak district.

Advocate general K. Ramakrishna Reddy told the court that they have not made any changes regarding the mandal. Earlier, it was in the Kamareddy revenue division of Nizamabad district and now also it is in the Yellareddy revenue division of Kamareddy district.

The judge asked the Advocate General to file a counter affidavit within three weeks and place it before the court.

Plea referred to division bench

The Hyderabad High Court on Thursday referred a petition to the division bench challenging the action of the authorities of Telangana and Andhra Pradesh in not preparing inter se a seniority list of the direct recruits and promoted candidates of the deputy superintendent of police cadre as per Rule 6 of the Andhra Pradesh Police Service Rules and Rule 33 of the Andhra Pradesh State and Subordinate Service Rules.

Justice M.S. Ramachandra Rao was dealing a petition by Chilukuri Chennaiah seeking a direction to the DGPs of both states to prepare a seniority list of the directly recruited and promoted DSPs as per the memo dated May 19, 2015 before effecting further promotions to the post of Additional SP and SP (non cadre).

P.V. Krishnaiah, counsel for the petitioner told the court that despite several representations by the petitioner and other affected parties to the DGPs for preparing a seniority list, the authorities were going ahead with promotions without the seniority list.

The counsel appearing for Telangana informed the judge that several similar matters regarding seniority are pending before a High Court division bench and urged the court to refer this case also to it.

The judge directed the registry to place the case before the concerned bench.
