Those selling pre-owned property want a large chunk of the money in cash. Their argument:

The market value of the property had appreciate­d but not the government value.

They would have to pay a bundle in capital gains tax.

By and large, sellers of new property were taking payments through legal channels. Some of them left the door open for cash transactio­ns. Builders said the stringent measures were resulting in realty prices going up.
